The bill was introduced by Democratic Congressman Tom Malinowski. According to the news, the bill requires the US executive to determine that Hong Kong’s special circumstances make it impossible for people in the United States and Hong Kong to return to Hong Kong safely in accordance with the Immigration and Nationality Act. Those who have permanent residency in Hong Kong when they arrive in the United States, are Chinese citizens, and have been in the United States since the law came into effect, are eligible to apply for "temporary protection status". After successful application, they can stay in the United States legally and obtain a work permit.
In addition, the bill will help certain Hong Kong people speed up the process of applying for refugee approval, including those who have participated in peaceful demonstrations, those who have been arrested, prosecuted, or convicted of guilt; and first responders, journalists, and legal personnel assisting the arrested persons in protest People who play important roles, etc.
The bill stated that after the implementation of the Hong Kong National Security Law, Hong Kong people are facing threats of persecution. The United States provides support for them by providing a "safe harbor" policy. Washington should also encourage countries with similar ideas to provide similar measures for Hong Kong people.
Marinovsky, who introduced the bill, believes that if China continues to oppress Hong Kong people, it will only cause Hong Kong's talents and wealth to flow to the United States.
After the bill is passed by the committee, it still needs to be voted by the House of Representatives and the Senate.
