Hours after the extraordinary agreement in which the
per saltum
appeals of
judges Bruglia, Bertuzzi and Castelli, displaced by Kirchnerism,
were accepted
, the president of the Supreme Court of Justice of the Nation, Carlos Rosenkrantz, convened for Thursday next the Commission for the Coordination and Streamlining of Causes for Crimes Against Humanity, known as the
Interpowers Commission
.
The task of this commission is to "work to
overcome operational difficulties" that may delay trials for crimes against humanity.
In the midst of tensions over the case of the judges,
Rosenkrantz will attend a front that is particularly elusive
, since his vote in favor of the application of the "2x1 law" in favor of the repressor Luis Muiña, in 2017. It is that for On Thursday the Ministry of Justice, the deputy attorney general and some chambermaids were summoned, but also several human rights organizations that harshly criticized the president of the highest court, such as the Mothers and Grandmothers of Plaza de Mayo and the CELS led by Horacio Verbitsky.
As reported from the Court, the objective of the virtual meeting on Thursday is to relaunch the Commission's activity "as a space for coordination and cooperation between the powers to
ensure speed in judicial processes where crimes against humanity are investigated.
The commitment of the Court with this matter has been holding for more than ten years, with the first calls made by the Court during the presidency of Dr. Lorenzetti, "they warn.
For Thursday's meeting, the Minister of Justice, the Secretary for Human Rights, the Director of the Ministry's "Truth and Justice" Program, the Senate Human Rights Observatory, the Human Rights and Guarantees Commission of the Chamber of Deputies were summoned , the President of the Council of the Magistracy and the Human Rights Unit of the Council, the Attorney General of the Nation, the Office of the Prosecutor for Crimes against Humanity, three members of the Federal Chamber of Criminal Cassation, the Board of Oral Courts, the
Mothers de Plaza de Mayo (Founding Line) and the Grandmothers of Plaza de Mayo
, the Organization of Relatives and Detained for Political Reasons, the League and the Association for the Rights of Man, the
Center for Legal and Social Studies (CELS), the Agrupación Hijos
and the Human Rights Commission of the Argentine Federation of Bar Associations.
In recent weeks, Rosenkrantz held face-to-face meetings with Cassation chambermaids Alejandro Slokar and Ángela Ledesma, to analyze the operation of the Commission and the general progress of the trials.
The meeting will unfreeze the treatment of various requests and claims of the organizations.
An attempt will be made to calm this unease "by addressing the problems jointly to seek to ensure the human, technological and infrastructure resources necessary to carry out the trials more quickly."
To achieve this, the number of pending cases of first instance judgment, the number of cases brought to trial, the schedule of hearings for those cases, the formation of Federal Oral Courts, the appointment or ratification of subrogating judges will be analyzed if necessary, the technological elements to carry out online trials and the availability of courtrooms.
According to the Court assurance, Rosenkrantz will seek to reach a consensus on the most important issues and then agree on a schedule of actions, with monthly meetings of the work teams and a quarterly meeting of all authorities.
The "Interpowers Commission" was created by the Court in 2008 through Agreement 42 with the signature of Ministers Lorenzetti, Highton de Nolasco, Maqueda, Petracchi, Zaffaroni and Argibay.
Their last meeting was in September 2016 and is
now reactivated following a request from Estela Carlotto and Paula Litvachky, from CELS,
made in May of this year.
