Seen from a distance, the reaction of Kirchnerism to the electoral defeat of its leader in the province of Buenos Aires in 2009 was furious.

On June 28 of that year,

Néstor Kirchner

, plus

Sergio Massa

,

Daniel Scioli

and even

Nacha Guevara

as testimonial candidates,

would lose in Buenos Aires

against another list that today sounds implausible:

Francisco de Narváez

plus

Felipe Solá

, both allies of

Mauricio Macri

.

The Buenos Aires coup, which was accompanied by other very hard setbacks in the City, Córdoba, Mendoza, Entre Ríos and even Santa Cruz, would end up generating at least

three key decisions

of the Government of Cristina Kirchner that would impact on the upcoming elections.

1) On August 20, the creation of the

Fútbol para Todos

program was announced

, whereby First Division matches would go free on TV.

2) On October 29, the

Universal Child Allowance was

launched

, a subsidy that would be charged by an unemployed father or mother or with a black job for each of their children.

3) On December 2, the "Law for the democratization of political representation, transparency and electoral equity" was enacted, which among other things implemented the

PASO

(Primary, Open, Simultaneous and Mandatory).

The context is different now, since the Frente de Todos has largely won the last election and took office less than a year ago.

However, in its own way,

the same trilogy is being discussed again

in the ruling party.

Free football, limited

Although during the campaign Mauricio Macri had promised that he would maintain the benefit, shortly after assuming, economic necessity and a rejection of origin to the measure led the then president to cut the free soccer program on TV.

The return, now, will be limited.

"What has already been pre-agreed with AFA is that we are going to spend

three First games for free

. We are trying to add some more, but, above all, to have the possibility of including a large team, such as San Lorenzo, Racing or Independiente. We prefer that to happen five Patronato-Aldosivi ", exemplified to

Clarín

an official of the Rosada.

Cristina Kirchner, Julio Grondona and Diego Maradona, on the day of the presentation of Fútbol para Todos, in August 2009.

It is discounted that Boca and River, the cream of the codified business, do not enter the discussion.

At least starting and when the uncertainty around the tournament is striking.

It is one of the few leagues in the world that did not resume its local tournament.

"More for a matter of image than of health risk

,

"

an official source acknowledges to this newspaper, leaving out of the discussion the importance of the main Argentine sport as an industry.

And with another peculiarity: as soon as the pandemic arrived, it was Alberto Fernández himself who asked in public to continue with the tournament as much as possible, as a way of entertainment for the population, which would begin the quarantine.

But now it

is the President and the Minister of Health

, Ginés González García, who have not finished giving the order for the return.

Subsidy for all?

Another of the most sensitive discussions in the Government is

how to order the enormous aid that the State poured in the form of silver

in millions of Argentines.

d "How to exit the IFE" could be summarized.

Officials insist on highlighting the exceptionality of the subsidy, as its name indicates: Emergency Family Income.

But immediately the question falls alone: won't a country with more than 50% of its poor children continue to live in an emergency?

As

Clarín said

, the deepening of the economic crisis with the coronavirus led the State to increase food aid exponentially:

from 8 to 11 million people

.

And that number, they admit in the Ministry of Social Development, will not drop drastically in the coming years.

Also in the same portfolio, led by Daniel Arroyo, they plan to increase employment plans, through the Empower Work program, which today includes just over 500 beneficiaries.

A queue at an ANSeS headquarters to collect subsidies when the pandemic started.

But the discussion exceeds the corridors of the Rosada.

As a source told

Clarín

, just as the large fortune tax project was devised,

close to Cristina they are working on a new subsidy scheme

, which includes a review of everything current and, some type of expansion is discounted.

If a campaign slogan had to be chosen now, it would be "the present state."

One of the consulting firms that measures for Kirchnerism (Analogías) recently asked people:

"Do you think that the State should recognize the tasks of caring for children and the elderly within the family and pay a minimum benefit to whoever does them? "

.

It's basically about women.

In parallel, the National Directorate of Economy, Equality and Gender, managed by the economist Mercedes D'Alessandro and dependent on Martín Guzmán, presented a study to address the impact of this sector on the economy.

It was titled: "

Care, a strategic economic sector.

Measurement of the contribution of Household Work and Unpaid Care to the Gross Domestic Product".

Clarín

asked three sources from the ruling party if the Government was working on a new subsidy designed basically for women.

At the Casa Rosada they said that "it is one of the proposals that brings us closer together. But

there is nothing defined

. We are looking at how to continue after the IFE."

From the Directorate of Equality and Gender they added that although they are in favor of this measure being implemented, with little precedent in other countries of the world, they did not have

"any concrete signal"

in this regard.

A third source, more linked to legislative Kirchnerism and the Instituto Patria, assured that "a modification of the subsidies is being worked on. And

Cristina is behind the issue

, with economists close to her and with people from Congress."

If progress is made, the political novelty would be important, since the vice president would put another foot in a central government policy linked to the economy and the social.

The debate over the STEP

Just as in 2009 the so-called political reform was one of the escape routes for Cristina's government to oxygenate after the electoral defeat, now some officials from the Frente de Todos are beginning to privately raise the

inconvenience of going to the Primary in 2021

.

Or rather: the advantage that they could add two more months with the economy growing and fight directly in October.

The issue has already been sent to the Chief of Staff

, Santiago Cafiero, who assures in any case that the process for the primary remains unchanged.

The reasoning of some K officials is the same that led the macrismo to propose that the PASO not be made in 2019. They argued

an economic issue and a political background

: the country was in crisis and in almost no district the mechanism was being used to settle internal candidacies.

A macrista source admits that in the event that the Frente de Todos plans to suspend the PASO next year, it will be

difficult to find an argument to counter

, with a complicated economic scenario and a process that demands at least 5,000 million pesos.
