Geneva - Sana

Syria reiterated that the war of takfiri terrorism and the war of economic terrorism represented by unilateral coercive measures against it are the main factors of human suffering and forced displacement of Syrians, stressing the need to support the efforts of the Syrian government in responding to the humanitarian situation in it and to facilitate the return of the displaced away from the politicization of this file.

In a statement before the Executive Committee of the United Nations High Commissioner for Refugees in Geneva, Husam al-Din Alla, the permanent representative of Syria to the United Nations and other international organizations, said that the Syrian Arab Republic confirmed that the Israeli occupation continues to be the main cause of the forced displacement of half a million Syrians from the occupied Syrian Golan. And the millions of Palestinian refugees deprived of their right to return to their homeland, in parallel with acts of aggression, foreign occupation, terrorism directed from abroad, and unilateral coercive measures that have, over the past years, been essential factors for the humanitarian crises in the region.

"The war of takfiri terrorism and the war of economic terrorism represented by unilateral coercive measures constitute the main factors for the human suffering and forced displacement of Syrians," Ambassador Ala added.

He renewed the call to support the efforts of the Syrian government in responding to the humanitarian situation in Syria and to facilitate the return of the displaced, away from the political conditionality that donor countries seek to impose on the work of international humanitarian agencies, criticizing the continued survival of humanitarian considerations during the health emergencies that the world witnessed as a result of the Corona pandemic, captive to political considerations and double standards.

Ambassador Alla stressed the importance of respecting the principles laid down in the relevant United Nations resolutions, and adherence to which would distance the international response from the pressures exerted on humanitarian agencies for political purposes.

He stressed that the Corona pandemic posed the countries of the world to serious challenges to protect their citizens, provide them with health care, and address the economic and social consequences of the pandemic, which are expected to continue its effects on the economic situation in the coming years.

He described the response to promises to strengthen solidarity and international cooperation in collectively addressing this common threat as remaining short of promises and ambitions, criticizing the disregard of the pleas of the Secretary-General and the High Commissioner for Human Rights to lift or suspend unilateral coercive measures to help the target countries deal effectively with the pandemic.

Ambassador Aalla indicated that the Syrian government, despite the economic blockade, continued to work to restore normal life, rehabilitate infrastructure, return service institutions to areas that the Syrian Arab Army was able to liberate from terrorism, and adopt legal and administrative measures to facilitate the return of the displaced and provide for their basic needs, which contributed to the return of more than two million Displaced from inside and outside Syria to their areas.

He criticized the obstacles that some parties and international institutions put to impede those efforts in the service of political agendas that manipulate the human suffering of the Syrians and seek to politicize the humanitarian response through conferences held in the absence of the Syrian government, justify imposing unilateral coercive measures and fabricating obstacles and pretexts for the return of displaced Syrians to their homeland.

In the conclusion of his statement, Ambassador Ala thanked the High Commissioner for Refugees and urged him to play a more active role in supporting the efforts of the Syrian government to facilitate the voluntary return of displaced Syrians to their homeland and to contribute to overcoming obstacles to achieving this goal by mobilizing more financial resources and working with the countries concerned to lift unilateral coercive measures. And distancing the issue of refugee return from conditionality and political agendas
