The postal vote participation in the Vienna election on Sunday is already breaking records.

The SPÖ has been ahead so far - but the corona virus and postal voters make projections difficult.

  • On Sunday,

    October 11th,

    the Viennese elect a new

    state parliament

    and 23

    district governments

    .

  • The

    FPÖ

falls back massively, the team around

    Heinz-Christian Strache

    must tremble for the move.

  • The

    SPÖ

is clearly ahead in surveys for the state parliament - a mandate simulation shows how it

    could get

    the

    "Absolute"

    .

Update from October 11, 8:23 p.m.:

The

election projections from Vienna are

solidifying: According

to current figures, the

SPÖ

comes to 42.1 percent and will be able to choose whether to continue the alliance with the third-placed Greens (14.1 percent) or in a coalition with the conservative ÖVP (18.8 percent) in second place.

She had ruled out a merger with the right-wing populist FPÖ in the election campaign.

The

FPÖ

had

lost a lot of popularity

after the so-called

Ibiza affair of its then boss Strache

- a whopping

minus 23.1 percentage points

mean an extrapolated result of 7.7 percent.

Strache himself fails because of the five percent hurdle.

According to an election survey by the Sora and Isa institutes on behalf of the

ORF

, the decisive factor was apparently the corona policy: 45 percent of the survey participants said they had

discussed

the issue of

corona a

lot before the election

.

Work and the economy were important for 32 percent of those surveyed.

Security and crime were only important for 21 percent.

The figures from the individual

Vienna districts

meanwhile clearly show that the

FPÖ's soaring

has come to an end: In the Simmering and Floridsdorf districts, the right-wing populists emerged as the strongest force in the 2015 election - but here too the FPÖ has now crashed, as the

ORF

reports .

In

Floridsdorf

the "freedom" lost even 30 percentage points, in

Simmering

more than 27. According

to current projections

, the

SPÖ has

now

gained

47 percent in

both places

.

A bizarre side note is also provided by a satirical party: the

beer party

(abbreviation “beer”) comes to

2.0 percent

according to an

estimate by ORF

from 19:59 - more than half as much Strache's “Team HC” and on par with the left .

An

official final result

is not expected until Monday.

Vienna election: first extrapolation shows disaster for FPÖ, Strache's plans shattered

Update from October 11th, 6:35 p.m.:

In the meantime there is also a

first projection

from Vienna

: It gives the

ÖVP

- for which Sebastian Kurz 'Finance Minister

Gernot Blümel had

entered the mayor's race - another reason to cheer and confirms the

huge victory of the SPÖ

.

Above all, it hits the

FPÖ

and its renegade ex-boss

Heinz-Christian Strache

even harder than the first predictions.

For the latter, the dream of a renewed political career could already be a thing of the past.

According to the extrapolation, the FPÖ only comes to 7.5 percent.

That would mean a loss of 23.3 percent compared to the election in 2015.

Strache's alliance “THC” lands at 3.6 percent - and thus very far from the five percent threshold.

The

Viennese governing parties, the SPÖ and the Greens, are

trading slightly lower than in the forecasts, but are still growing.

And a clear

majority

: 41.7 percent are currently for the SPÖ, 14.6 percent for the Greens.

Even the liberal Neos could become a possible government partner for

Mayor Michael Ludwig's

party with 8.1 percent

.

Vienna election: First extrapolation: SPÖ clear winner with 41.7%, FPÖ falls to 7.5%, ÖVP with 18.7% in second place, Greens and NEOS gain, Greens achieve 14.6%, NEOS

Forecasts for the Vienna election: FPÖ and Strache face disaster - Corona ballot delivers record

Update from October 11th, 5:56 p.m.:

A little earlier than usual in Germany, there are

first

predictions about the outcome of the election

in

Vienna

: According to the first trends recorded by ORF, the Viennese ruling party

SPÖ

, the Chancellor party

ÖVP

and the

Greens are

the big winners of the ballot box.

The

Social Democrats

could increase

their result of the previous election by 2.4 percentage points to

42 percent

.

The

ÖVP

wins even more drastically - but comes from a deep valley:

According to the information,

17.5 percent

are possible, 8.3 percentage points more than in 2015. The

Greens

gain 3.2 points to

15 percent

.

The liberal

Neos also

increase by almost two percentage points to

8 percent

.

On the other hand, the

right-wing populist camp

is facing a real disaster

: The scandal-ridden

FPÖ

could lose an incredible 20.8 percentage points and only come to 10 percent.

And for the former FPÖ boss and Vice Chancellor

Heinz-Christian Strache there

is a disgrace: With currently 4 percent, his

“Team HC”

would

miss out on the local council.

Here, however, decisive fluctuations are still possible in the course of the election evening.

Strache had been cast in a bad light by further allegations in the past few weeks.

According to a report by

Standard

, the municipal council elections in Corona times set a new "record" - for postal votes.

Up to 40 percent of the votes could have been cast using a “voting card”, more than ever before.

Update of 11 October, 14:57:

Not only because of the unexpectedly large number of

letter voters

could with first expert

forecasts and the extrapolation

have a choice in Vienna difficulties: Even the

coronavirus

plays a crucial role here, it makes but uncertainty regarding the expected

turnout

.

"Overall, the

coronavirus will

not be a

boost to voter participation

because there will be many who stay at home," said

Christoph Hofinger

from the

SORA Institute

.

Compared to the

ORF

, he further pointed out that voter turnout usually falls when a party has major mobilization difficulties.

Hofinger

could

mean the

FPÖ

and their - because of the "Ibiza" - and the donation affair - disappointed

electorate

.

In

Vienna

, the

state parliament, municipal council and district council

are currently

being elected.

The

polling stations are

still open

from 7 a.m. to 5 p.m.

As the

SPÖ announced

on

Twitter

,

Vienna's incumbent mayor Michael Ludwig

, who, according to surveys, was also the favorite for the office this time, started the polls with his wife on Sunday morning.

This makes

Ludwig

the only

top candidate

who traditionally casts his vote directly at the polling station: “I'm used to it.

It's a nice, democratic act, ”said the mayor and called on all

Viennese

to also vote.

Our mayor @BgmLudwig and his wife have already voted!

Be there and exercise your 📩 right to vote - so that our Vienna stays in the best of hands!

The polling stations close at 5 p.m.!

# ludwig2020

- SPÖ Vienna - The Vienna Party (@SP_Wien) October 11, 2020

Ludwig also

wanted to signal that you

can vote safely

despite the

coronavirus pandemic

, as the

city

has been explaining the

security and hygiene measures

in the local polling stations

on

Twitter

for weeks

.

The

mayor of Vienna

spent a good ten minutes at the polling station.

A short waiting time results from the disinfection of the hands, the mask requirement, distance rules and identification behind a screen made of Plexiglas.

As the

ORF

further reports,

Ludwig

does not

believe

in a red absolute in the

Vienna election

, but of course he would like it.

As reported (update from 8:59 a.m.), there are

mandate

simulations that

no longer completely exclude this for arithmetic reasons.

Update from October 11th, 12.42 p.m.:

The projections for the

Vienna election on October 11th

are apparently more

ambiguous

than usual. The ongoing

coronavirus pandemic is

noticeable

here

as well, with

significantly more Viennese

voting

by letter in

2020

than in previous ones Elections.

A total of

382,214 voting cards were

applied for, more than ever before - in 2015 only around 200,000 voting cards were issued.

Christoph Hofinger

from the

SORA Institute

, which

prepares

the projections for

ORF

on election day

, said that due to the large number of

postal

voters on the evening of

election Sunday,

a significantly larger number of votes than usual would not be counted.

This complicates the

extrapolations

: While in 2015 for 100 votes that were counted on Sunday, 22 voting cards were added to the counting on Monday, this year there will be

70 to 80

absentee

votes

that will be added for every 100 ballot box votes, the expert told

ORF

.

In

Vienna

, only slightly more than half of the votes cast are counted on Sunday.

Given the abundance of

postal votes

, the election workers may not even be able

to present

an

election result

on

Monday

.

Then this will only be determined on Tuesday.

YOU can vote too!

If you did not manage to pick up your voting card from the post office in time, it will be waiting for you at the electoral department of the respective delivery district.

You can pick them up there until 5 p.m. and choose: https://t.co/fMVBkhbllh pic.twitter.com/ACv56u5NoL

- City of Vienna (@Stadt_Wien) October 11, 2020

The expected

losses of the FPÖ

of up to

20 percentage points

could also cause difficulties in creating a

projection

.

The

shifts in the balance of power

between the parties

would be too great

, said

Franz Sommer

from

ARGE Wahlen

to

ORF

.

"The greater the shift, the more difficult it is to extrapolate a result as precisely as possible," said Sommer.

In

any case

, when the

election closes at 5 p.m.

there will be no extrapolation - just a

“trend forecast”

based on an election day survey.

Hofinger also

expects the first

projections to be made around 6 p.m.

on election day

after the voting results are available

will still show at least one percentage point of uncertainty.

Vienna election: who and what will be elected today?

- Forecasts, voter turnout and corona rules

Update from October 11th, 8:59 a.m.:

A

mandate

simulation of

the ARGE Wahlen

for the

APA

shows how the

SPÖ

could still

get

an absolute majority

on

election Sunday

: The

Viennese electoral law

became

less majority-

friendly

due to the red-green

reform in 2015

.

If the

Strache team were to

fail relatively close to the five percent hurdle, the

SPÖ

could still reach 46.5 percent for the

absolute mandate

.

The simulation assumes a vote distribution of 46.5 percent for the SPÖ, 16 percent for the ÖVP, 12 percent for the Greens, 11.5 percent for the FPÖ, 4.5 percent for the Strache team and 2.5 percent for other parties.

If the

basic and remaining mandates

are distributed favorably in the assumed case, the

SPÖ

could secure 51 of the total of 100 municipal council

mandates

.

Should

Heinz-Christian Strache's

party make it just over the five percent hurdle, the

SPÖ

would remain

well below 50 percent and thus without

mandate absolute

.

Pollsters assume that the

SPÖ

gets

around 42 percent of the votes and thus

45 seats in the municipal council

according to the

mandate simulation

.

If you believe the polls, the

Greens

would again come

into question

as coalition partners with 15 mandates

, but also the

ÖVP

, which could count on 19 clients.

Despite the reform, the

mandate

simulation

shows

that the “new” electoral law is still more majority-

friendly

: As

OE24

reports, the

SPÖ,

the largest party with 42 percent

, would get

45 seats - while all other parties that passed the

five percent hurdle

manage to convert their votes one-to-one into mandates.

If, as the simulation assumes, 2.5 percent of parties do not make it into the

municipal council

, the largest party by far will benefit.

Vienna: Election day begins - More than 1.1 million citizens are called to vote

Update from October 11th, 7:05 am:

With the opening of the polling stations, the

state election in Vienna

began

on Sunday

.

Due to the high number of

corona infections

in the Austrian capital, special protective measures were taken in the polling stations.

The

City of Vienna

also announced this on

Twitter

.

More than 1.1 million citizens are called to cast their votes.

Vienna is both a city and a federal state.

You will certainly vote on Sunday - we have taken all the necessary precautions for this.

To make a choice you need:

- mouth and nose protection

-

your

own ballpoint pen

- proof of identity

Please keep the minimum distance of 1 meter and observe the general hygiene measures.

- City of Vienna (@Stadt_Wien) October 10, 2020

According to surveys, the

social democratic

SPÖ

has the best chance of growing in its stronghold.

The opinion polls see the state SPÖ under the

mayor Michael Ludwig, who is

valued for his factual nature,

at around 42 percent.

The city has been ruled by a red-green coalition since 2010.

The conservative

ÖVP

should also be among the winners

.

After a negative record in 2015 of just nine percent of the vote, the party can now expect approval to roughly double.

Five years ago, the

right-wing

FPÖ

was the second strongest force with almost 31 percent - according to polls, the party is now threatened with a drop to around ten percent.

Ex-FPÖ boss Heinz-Christian Strache comes up with his own list and has to tremble because of the five percent hurdle for entry into the state parliament.

Election day in Vienna - Coronavirus numbers rise to a record high

Update from October 10, 3:58 p.m.:

The anticipation of election day in the Austrian capital is overshadowed primarily by a worrying development: On Saturday, the number of

coronavirus cases rose

to a record of

1235 new infections within 24 hours

.

According to the

Austrian Ministry of Health

, Vienna remains the

sad leader in the country

comparison with

511 newly infected people

.

The situation in the hospitals has not changed so far, but as the

DPA

reports, the number of "active cases" rose to 10,800.

Taking into account the number of inhabitants, both the number of

new infections

and the number of "active cases" are currently still well above the German values.

Nonetheless,

Vienna will

elect

a new

state parliament and municipal council

on

Sunday

- and has already

set

a new

record

: More

Viennese

than ever before will vote in 2020 by

letter

.

As

reported by

Puls 24

, around

375,000 voting cards were

issued

by Thursday alone

.

The

election units were

still

issuing

postal ballot papers

until noon on Friday

.

In view of the drastic number of

coronavirus cases

, many citizens who are eligible to vote are likely to have taken advantage of this offer shortly before.

Vienna: results of the election announced no later than Tuesday

What may benefit the

infection process

in

Vienna

, but could affect the patience of the citizens.

Because the large number of

postal voters

- every fourth eligible voter should vote this time - could

significantly slow down

the process of

counting

the votes.

Thus, the

projections on Sunday could

still be very imprecise and the true

results of

the election could even

remain open

until

Tuesday

, reports

Pulse 24

.

In the worst case,

only then will

the

Viennese

find

out the exact distribution of

mandates

, possible

coalition

variants and possible entries into the

municipal council

.

Video: Record of voting cards in Vienna

A

Covid-19 case

also led

the Greens to cancel

their last election campaign in Vienna entirely.

While the

SPÖ, FPÖ

and

ÖVP

brought it to an end on Friday, the

NEOS

last election campaign

event took place on Saturday.

But if you believe not only the

SPÖ's own poll

on the election on

Twitter

, but also other pollsters, the Austrian capital will probably

remain “red”

after October

11th

and will therefore remain in the hands of

SPÖ boss

Michael Ludwig

.

Yes, our @BgmLudwig is very good, especially in the direct selection!

BUT the choice is not made by pollsters!

The choice is made exclusively by the Viennese!

So let's all aggressively support our @BgmLudwig!

EVERY VOTE COUNTS!

- SPÖ Vienna - The Vienna Party (@SP_Wien) October 9, 2020

Until May last year, the

forecast

for the

SPÖ

was anything but certain, as the

FPÖ

was constantly on the road to success.

The

"Ibiza video"

changed the situation and the

corona crisis

- although the numbers in the city are still rising sharply to date -

also improved

Ludwig's

prospects, but it reinforces the trend in favor of the incumbent.

But

Ludwig

has spent his own contribution he made it yet, the highly fractious

Wiener party

at

Michael Häupl

finish

in 2018

to pacify.

Original article from October 9th:

Vienna -

Sunday, October 11th

, is big

election day in Vienna

- in the middle of a time when the number of corona infections is also

rising sharply

in

Austria

.

The citizens vote on a new

municipal council

and several

district governments

in the Austrian capital.

What is important to know about the names: Since Vienna is both a state and a municipality, the municipal council is also the

state parliament

.

Like the state parliaments in Germany, this is responsible for legislation and control of the government.

A total of

100 members will be elected

to the local council

on Sunday

for the next five years.

Around 1.1 million Viennese are called to vote.

Almost 1,500 polling stations are

open

from 7 a.m. to 5 p.m.

Vienna election: What protective measures will there be against the coronavirus?

To protect voters who

want to vote

at the

polling station

, the city has taken some

precautions

.

Everyone has to wear a mask and voters are asked to bring their own ballpoint pen.

There are also so-called

“Covid sacks”

, which contain surface and hand disinfectants, masks, face shields and paper towels.

Normally it would be planned that polling stations would also be set up in the homes of pensioners.

But to ensure the

safety of the residents

, outsiders were distributed to other voting sites.

Due to increased security measures, some polling stations were reallocated.

- City of Vienna (@Stadt_Wien) October 9, 2020

Vienna election: Do the Viennese prefer to vote by post instead of in a pub?

The

postal vote

is of course particularly important this year.

This is also reflected in the figures: on October 8th, around 375,000

voting cards

, as the forms are called in Austria, were issued

to the Viennese

.

In terms of eligible voters, this is already

every third Viennese voter.

There have never been so many in Vienna before.

For comparison five years ago: Almost 204,000 voters applied for the voting card.

This high number of postal votes could also

delay

the

counting

of votes.

A preliminary overall result of the polls is often available after three hours, i.e. around 8 p.m.

With all postal voters, the count should at least continue until Monday.

Vienna election: What are the current forecasts for the parties?

Six parties are currently represented in the state parliament.

According to surveys, this could stay that way.

The clear winner of the election is likely to be the

SPÖ

, which, with Michael Ludwig, is already the mayor.

With over 40 percent in surveys, they may even scratch the majority.

Behind is the

ÖVP

with around 20 percent.

After a very bad result in 2015, they are now hoping for

Sebastian Kurz's

chancellor bonus

.

Behind them are the

Greens

, with polls sometimes at 13 percent, sometimes more at 16 percent, as in a survey by Market on behalf of the newspaper

Der Standard

at the beginning of October.

The

FPÖ

supports Surveys clearly down to only about ten percent instead of the previous 31 percent.

After the Ibiza affair about its then boss Heinz-Christian Strache, the party has to fight.

Strache himself hopes to move into the local council with his

"Team HC Strache"

, which, however, moves around the five percent hurdle in surveys.

The

NEOS

land, according to market survey of six percent - its the same result as the 2015th

Austria (Vienna regional election), Research Affairs poll:

SPÖ-S & D: 42% (+2)

ÖVP-EPP: 19% (+10)

The

beer party

approaches the election

satirically

- for the first time they were eligible for election in the 2019 National Council election.

At the top of their program are a beer fountain for Vienna and an aptitude test for politicians.

But also saving the

cultural sites

, which have a particularly difficult time in Corona times, is one of their more serious goals.

What is elected besides the local council?

In addition to the municipal council, 23

district governments are

elected.

A few more people are entitled to vote here, namely around 1.4 million, as EU citizens are also entitled to vote.

Depending on the number of inhabitants in the districts, 40 to 60 mandates are awarded.
