Paris: is the 9 million euro anti-crack plan effective?

2020-10-13T18:18:58.649Z

A year and a half after the implementation of this unprecedented plan to fight against crack and its devastation in the north-east of the capital,

"We feel totally abandoned, as if no one could solve this problem", testifies this inhabitant.

Place Stalingrad (19th arrondissement of Paris), which for several months has become an important point of open-air deal and consumption, residents are starting to lose patience.

And the elected Parisians to demand at the very least an assessment of the 2019-2021 crack plan which arrives at mid-term.

Endowed with 9 million euros over three years and a program of 33 actions aimed at the north-east of the capital, this unprecedented plan associates for the first time regional prefectures and police, the City of Paris, the regional agency of Health and Interministerial Mission for the Fight against Drugs and Addictive Behaviors (Mildeca).

But a year and a half after its implementation, May 2019, its effectiveness is called into question.

"Obviously, things have to be improved: there is notably a problem of care

(Editor's note: drug addicts)

"

,

explains a connoisseur of the file at the Town Hall.

"We have a situation which resists and which requires new proposals", recognizes the mayor (PS) of the 19th;

François Dagnaud, who wants to better involve local residents through the creation of a citizen observatory on drug addiction (read the box below).

A broad consensus

Deputy (LREM) of the 19th, Mounir Mahjoubi, goes further, and has just written to the new regional prefect Marc Guillaume to remind him that it was his responsibility to pilot this plan.

"I think not only that the plan, as it was thought out, is not up to par, but that it is not being implemented correctly."

Le Walker even asked the Ile-de-France Regional Chamber of Accounts (CRC).

"I demand a financial control of the operation: to know if the announced funds were really committed", he says.

Asked, the prefect of Ile-de-France announces that a meeting of all the actors of the crack plan will be held on November 2 to "draw up a first global assessment" and "together define new actions and methods to fight even more effectively against this complex and destructive phenomenon ”.

But the regional prefecture defends a device which, she assures, would produce "first positive effects".

At the Paris police headquarters, they also claim to "do the job" against traffickers "with several major cases this summer on the side of Stalingrad".

The Regional Health Agency (ARS) denies any failure.

“There is no delay in the deployment of the crack plan.

On the contrary, there is a constant mobilization of public authorities "and" an involvement of associative actors to welcome ", she assures us.

And to insist, for example, on the system of sheltering at the hotel and medico-social support which benefited at the beginning of October 426 roaming crack users, more than double the objective set for the year 2020.

Ineffective measures?

But in the 19th arrondissement, the feeling is more mixed.

According to François Dagnaud, the deployment of the crack plan was notably "hit by the confinement" with "day reception centers closed for a while and which then functioned in degraded mode with reduced gauges".

And if he recognizes the success of hotel accommodation, they "do not solve everything because many drug addicts have not cut off from the world of drugs and return to the scenes of crack during the day".

As for the treatment injunctions and prohibitions to appear pronounced by the justice, their effectiveness would be limited.

At the November meeting, the mayor of the 19th will recall his proposal formulated during the municipal campaign for new structures combining day and night reception.

“We must do everything to alleviate the painful and dangerous pressure weighing on our neighborhoods, insists the mayor of the 19th.

It's an emergency."

Soon a citizen observatory for drug addiction in the 19th

"I think that the residents who are confronted on the front line with these scenes of crack in the middle of the city can help us to do better", summarizes François Dagnaud.

The mayor (PS) of the 19th arrondissement of Paris has just launched the creation of a “Citizen Observatory on drug addiction in the 19th arrondissement”.

It will be made up of 44 members: 22 citizens drawn at random from the electoral lists of the 13 polling stations located in the most affected districts, 11 inhabitants involved in local residents' groups or associations of traders in the area and 11 elected district officials. from all sides.

The missions of this future body which will be led by an independent personality: to participate in the evaluation of the crack plan, to propose orientations and to hear experts.

Its installation could take place as early as November.
