Quarantine in the interior: several provinces avoid closing everything and interpret the latest presidential decree "in their own way"

First, Mendoza was the province that categorically opposed the decision of the National Government to go back to phase 1 of the quarantine.

It was the governor himself, Rodolfo Suárez, who challenged the word of President Alberto Fernández in the following way: "We see in the presidential decree that there are many gray areas that must be clarified. They talk about departments and not about urban conglomerates. Mendoza can work and we are going to defend employment. Economic openness must be defended because we cannot live in permanent confinement, "said the Mendoza president.

Suárez reaffirmed: "We are going to maintain the effort we made and we are not going to return to Phase 1."

Before Suarez, the same Mendoza merchants, early Monday, had stood up to open their businesses.

Nothing closing.

The Mendoza case fell like a bucket of cold water in the Casa Rosada, which I cannot prevent other provinces from following the example of the people of Mendoza.

Santa Fe Governor Omar Perotti seconded Fernández in Friday's announcement, but as of today he does not plan to define new restrictions.

"The cities that appear in the DNU are in ASPO, but with openings. You have to live with the virus," they said from the governor's office.

Those cities are Santa Fe, Rosario, Gran Rosario and San Lorenzo. 

The governor is evaluating requesting Santiago Cafiero to return to nautical activity.

The governor of Tucumán, Juan Manzur, was against it.

After the DNU, the Peronist announced that San Miguel de Tucumán would go back with some authorizations for bars, shops and gyms.

However, he could not sustain the measures: 24 hours later, he backed down and yielded to the demands of the business sector so that the premises could continue to operate with protocols.

This Tuesday, its officials came out to ratify that the president's decree was being complied with.

But the truth is that lax quarantine is seen in the street, despite epidemiological indicators.

Something similar in Jujuy, where they promised to analyze "not only the health indicators" to make a decision on what the decree of President Alberto Fernández imposes. 

What the decree said

The Government published this Monday the decree that establishes a new extension of the quarantine for coronavirus, this time until October 25.

In this rule, which appeared in the Official Gazette, it is specified which localities in the interior of the country must

comply with social, preventive and mandatory isolation

, given the rise in cases in those provinces.

Decree 792/2020 once again established two regimes of restrictions on movement.

And several towns in the interior of Argentina went from social, preventive and mandatory distancing to the strictest social, preventive and mandatory isolation.

The City of Buenos Aires and the Buenos Aires parties that make up

the AMBA

continued under the ASPO.

These municipalities were joined by

General Pueyrredón, Bahía Blanca, San Nicolás and Tandil.

In the rest of the provinces the

  • Mendoza: Capital, Luján de Cuyo, Las Heras, Maipú, Guaymallén, Godoy Cruz, Tunuyán and Tupungato

  • Neuquén: Neuquén capital, Plottier, Centenario, Senillosa, Cutral Có, Plaza Huincul and Zapala.

  • Río Negro: cities of Bariloche and Dina Huapi and the department of General Roca.

  • Salta: Cerrillos, Rosario de Lerma, General Güemes, La Caldera and Capital.

  • San Juan: Rawson and Capital.

  • San Luis: General Pedernera

  • Santa Cruz: Río Gallegos, El Calafate and Caleta Olivia

  • Santa Fe: Rosario, La Capital, General López, Caseros, Constitución, San Lorenzo, Las Colonias and Castellanos.

  • Santiago del Estero: Capital and Band.

  • Tierra del Fuego: Rio Grande

  • Tucumán: Capital.

When reviewing the situation of the health systems, the Government warned of

high levels of tension

in Santa Fe (78% occupancy of intensive care beds, 96% in Rosario and 83% in the capital), Mendoza (81% in all the province, 92% in Greater Mendoza), Río Negro (88%, with a peak of 98% in General Roca), Salta 77%, 85% in the capital) and Tucumán (80%).

For its part, the City of Buenos Aires has an occupancy level of 69% and the Province of Buenos Aires, 60.1%.

This last condition was replaced by another factor: the

increase in cases in the last two weeks.

The new decree establishes that, to leave the ASPO, "the ratio of confirmed cases" - the quotient between the number of cases in the last two weeks and the number of cases in the previous two weeks - must be "less than 0 , 8 ".

If this quotient is between 0.8 and 1.2, the situation is classified as "stable".

And if it is higher, it is considered "increasing evolution".
