Improve the recycling industry
The Shanghai government also regulates and improves the recycling industry.
When the recycling market relied heavily on profit orientation, many waste products were rejected. Lack of participation in food waste recycling in housing estates
In contrast to Hong Kong, environmental recycling has not been effective.

Regarding the producer responsibility system, although the government proposed a beverage container producer responsibility system as early as 2005, 15 years later, the EPA is still "preparing to implement" the plan, and the scope of the producer responsibility plan is narrow, only covering plastics. , Waste electrical and electronic products, etc., so that the disposal rate of other types of waste is high.
It can be seen that the Hong Kong government lacks the courage to legislate and regulate the issue of environmental protection, the determination to fund enterprises, and the care and perseverance of publicity and education.
After the Lam Cheng administration came to power, the 2017 and 2018 Policy Addresses mentioned the issue of saving materials and reducing waste, and insisted on a multi-pronged approach to "introducing economic incentives to promote social changes in customs."
Unfortunately, the latest data from the Environmental Protection Department still show that the per capita disposal rate of municipal solid waste and industrial and commercial waste is still on the rise. Among them, only 30% of the municipal solid waste is recycled, and the remaining 70% is dumped in landfills, leading to the New Territories in Tuen Mun. The West Landfill, the Northeast New Territories Landfill in Ta Kwu Ling and the Southeast New Territories Landfill in Tseung Kwan O are becoming saturated.
Now that Chief Executive Carrie Lam Cheng Yuet-ngor has postponed his policy address, he needs to take seriously this issue that hinders the sustainable development of Hong Kong and come up with a practical and feasible overall plan for environmental recycling to avoid the crisis of garbage siege.
