A 23-year-old man drowned in the Bermejo River when he

tried to swim

from Chaco to Formosa to see his daughter, with whom he had no contact since February.

According to his family, he had tried several times to obtain a driving license but

was denied it

, until he made the drastic decision to cross the river by his own means at dawn last Saturday.

On Friday the authorities carried out an autopsy on the body in which it was confirmed that the death occurred by

"suffocation by submersion."

Among the belongings that were found with the body was his ID, so the authorities were able to identify him shortly after the discovery.

The man was identified as Mauro Rubén Ledesma, 23, and it was known that he was living in the Chaco town of San Martín.

Ledesma was born in Córdoba and had a

two-year-old daughter

living in El Colorado, Formosa.

The

young man's

journey

to reunite with his daughter

had begun in March

, when the pandemic broke out.

Shortly before, he had traveled to Córdoba for work and was stranded in that province at the beginning of his quarantine.

In August he managed to get to his mother's house, in Chaco, but he could not continue to advance to Formosa, although several times he requested authorization to enter, according to several local media.

The family

filed a complaint

with the Ombudsman and the Undersecretary for Human Rights.

There they warn: "Mauro was the first victim of the

badly administered provincial siege

and a witness to the arrogant laziness and irresponsibility of the members of the comprehensive council of the Covid emergency."

They also affirm that "the government has thousands of people without being able to enter and it is

an abandonment and irresponsibility

".

They ask for more speed in the granting of permits, especially in

cases of family reunification

, and thus prevent those affected from exposing their safety when trying to travel clandestinely.

The situation is reminiscent of the case of

Solange Musse

, the Cordovan girl who died in August from terminal cancer without being able to see her father for the last time, who tried without luck to cross to that province from Neuquén to say goodbye.

The 36-year-old was in the last stage of cancer in the city of Alta Gracia and her father had made public his desperation to get there and share his last days.

The man was detained at the provincial border and escorted by patrol cars back to Neuquén despite having a permit and a negative swab.

Finally, his daughter died.

In these months other similar situations became known.

For example, the claim of two sisters from Tierra del Fuego who

were denied passage

to San Luis

no less than ten times

to see their father, who finally died of lung cancer in September.

The girls had finally gotten their permission, but they didn't show up in time.

These cases illustrate the difficult procedures to make interprovincial trips in the framework of a pandemic that is now spreading in the interior of the country and threatens the health system of several regions.
