Several communities will propose to the Government a curfew to stop the contagion of coronavirus

A day after Spain exceeded one million infections by covid-19, the Government and the autonomous communities meet this Thursday at the Interterritorial Council of the National Health System to discuss the update of the response plan against the coronavirus.

The objective is to stop the second wave of infections, which in the last 24 hours has left a balance of 16,973 new cases, the highest number during the pandemic.

On the table a text that they have been polishing during the week and the possibility of applying a curfew, a measure that several communities want to propose.

The political negotiation has been very intense throughout the week to reach the inter-territorial council with a much more closed pact than the last time, when Madrid and several PP communities voted against the document proposed by Health and a strong crisis began policy that ended with the declaration of a state of alarm in Madrid.

This time, according to sources from both the Government and various autonomous communities, the atmosphere is very different, but Madrid's attitude always makes the final result unpredictable.

There is a key issue that is not in the document but is in the conversations these days, and that can become the main protagonist of the meeting, especially if there is agreement: it is the curfew, which some counselors also call confinement night.

Several communities of different political signs intend to propose it at the meeting of the interterritorial this Thursday.

Castilla y León, governed by the PP but with a counselor proposed by Ciudadanos and who has great technical respect from her colleagues in the interterritorial, Verónica Casado, already pointed out last week that a curfew like the one that is used would be a good idea. is raising in France and this Thursday carries this intention.

Other councilors, these from the PSOE, such as that of the Valencian Community, Ana Barceló, and that of Castilla-La Mancha, Jesús Fernández, also intend to propose this measure.

The president of Castilla-La Mancha, Emiliano García Page, has called for "a formidable approach at the national level."

Others have been favorable if it is approved for all of Spain.

But the unknown remains of Madrid, who said he wanted it but then backed off.

A simple measure to apply

What is not clear yet is from what time it would rule.

The strictest ones, bet on doing it from 9:00 p.m., as in France, and others are thinking more about 00:00.

But in any case, different sources from the autonomies and the government consulted indicate that there is a considerable consensus on the usefulness of this measure.

It is simple to apply, because it allows the police a very easy control of the streets from one hour, and it does not represent a great alteration of the economic activity, since these are times in which there are already limitations in many autonomies.

This would allow bars and restaurants to be open throughout the day.

It is a measure designed to prevent meetings in the houses until very late and the illegal parties that some are calling before the closing of the bars.

By preventing movement through the streets throughout the night, the possibility for citizens to dare to attend those meetings that are not allowed is greatly limited.

And it does not alter the lives of the rest of the citizens who no longer left at that time, the vast majority.

The problem is political and legal.

The Government is clear that this curfew can only be done with a state of alarm.

Most communities agree.

But the position of the PP is not clear.

What Minister Salvador Illa wants to avoid is to approve the limited state of alarm only for the curfew and then find that he has no political support in Congress to extend it after the first 15 days.

Sources of the consulted autonomies point out that it is a measure that should be extended at least one month to be effective and above all to reduce the level of contagion before Christmas, a time that especially worries all the regional health advisers.
