The "Hong Kong National Security Law" has attracted foreign attention, and some countries have announced the suspension of the surrender agreement with Hong Kong.

The Hong Kong Government stated that in accordance with the instructions of the central government, it has issued a notice to the Consulate General of Finland in Hong Kong today (23) to suspend the implementation of the "Agreement between the Government of the Hong Kong Special Administrative Region of the People's Republic of China and the Government of the Republic of Finland on the Surrender of Fugitive Offenders."

The "Hong Kong National Security Act" has attracted foreign attention. Some countries have announced the suspension of their surrender agreements with Hong Kong, including Germany, the United States, and Finland.

The spokesperson of the SAR government stated that it is an international practice to maintain national security through laws, and Finland has also enacted relevant laws, but Finland uses the Hong Kong version of the National Security Law as an excuse to unilaterally suspend the implementation of the agreement on the surrender of fugitives signed with the Hong Kong SAR. The criticism is blatant. Interfering in China's internal affairs violates international law and the basic norms of international relations, and expresses firm opposition to this.

The spokesperson also said that Finland’s politicization of judicial cooperation has damaged the basis for judicial cooperation between the Hong Kong Special Administrative Region and Finland. Therefore, in accordance with the instructions of the central government, the implementation of the Hong Kong-Finnish transfer of fugitive offenders agreement was suspended.

The Hong Kong Special Administrative Region government signed an agreement with Finland on the surrender of fugitive offenders in May 2005, and the agreement took effect in August 2013.
