It is an urgent response to the
housing emergency
in the midst of the
rise in
land
seizures
, aggravated by the crisis and the pandemic, but a sector of the Government wants it to become a
solid legacy
and a milestone in the management of
Alberto Fernández
and the Front of All.
The President and the Governor of Buenos Aires, Axel Kicillof, are advancing together and separately in plans to develop villas and popular neighborhoods and grant thousands of lots with services.
"
Cristina (Kirchner
) left the AUH and the national universities in the Conurbano. It is not so easy to touch that fiber in the people. And there they are. Writing a piece of land and providing services would mean changing the lives of many people. And those things are not they forget, ”says one of the ministers closest to the head of state, which coincides with the general diagnosis in the Cabinet that
the worst of the crisis in social matters has not yet arrived
.
In the Government they know that a fundamental response to the housing emergency that the country has been dragging for decades will not occur from one day to the next.
Social Development Minister
Daniel Arroyo
estimates that it will take a decade to
urbanize the country's 4,400 popular neighborhoods
, where 4 million people live.
However, several are betting that the measures - and the economic injection that it means - will also be noticed in the decisive electoral year, which has already started to run, when the works to
open streets and services
that - already started - in the first
400 neighborhoods
.
In the coming days the Government will finish delimiting the localities where the plan will begin.
Arroyo held meetings in that direction last week with Santa Fe governor
Omar Perotti
and this Friday with Axel Kicillof.
The minister finished setting up the trust to administer
the $ 8 billion
- which by law comes from the
country tax
- with which he will finance the works through the
Sociourbana Integration secretariat
that
the President transferred to him
from the Ministry of Habitat of
María Eugenia Bielsa
, the most objected minister in the Cabinet.
The Social Development official, Florencia Miño, hugged Juan Grabois in a party act.
The official in charge of the area,
Florencia Miño
, remains the same.
He was formed in the MTE of
Juan Grabois
, the leader who demanded with more emphasis that the Government advance with urbanization and with the subdivision with services and today he is in the middle of the dispute over the taking of the fields of Luis Miguel Etchevehere, former minister of Agroindustry.
“There are projects and hopes in the Province.
Let's hope it happens.
They are also working in the Nation ", confirmed the UTEP / CTEP reference to
Clarín
.
Miño, who was a councilor in San Isidro, is a representative of social organizations in
the National Board of Barrios
and defines himself as a "militant for socio-urban integration."
In addition, he is a member of the Frente Patria Grande.
A little over a month ago,
Grabois was lapidary
during his intervention in a cycle at the Austral University.
He demanded progress in the decentralization of demography and emphasized the need to
create lots with services
in the third and fourth cordon of the most important urban centers in the country.
“That Argentina does not have the capacity to make batches with services
has to embarrass
us all.
Urbanizing and servicing the 4,400 popular neighborhoods is not something that requires artificial intelligence.
It is invented 100 years ago.
You have to put it,
"he said.
Since then the times and the political decision of the Government has accelerated.
The ghost of Guernica is latent.
The eviction has already been suspended twice.
"There are going to be
1, 5, 20 Guernicas as long
as the problem of access to land is not resolved," Grabois warned on the 16th of this month in statements to Futurock.
The mayor of Escobar
Ariel Sujarchuk
also warned, in September, that the seizures in the Conurbano had increased and demanded a political solution.
The Government's housing plan is divided into
different levels
.
First;
the
opening of streets
, paving, extension of the network of services, water and sewers.
In addition, it includes
housing improvements
: material floors, wet cores (bathrooms, kitchen) and the construction of a piece in the back of the houses to reduce overcrowding.
Finally, they emphasize that before people occupy the new lots, the services must be installed first.
In all cases, deeds will be delivered to those who prove that they live on those lands.
The simplest cases are those on public
land
and, secondly,
private ones
.
More problematic are the houses located in
floodplains
, which should be
relocated
.
The Minister of Social Development of the Nation, Daniel Arroyo, in charge of the plan to urbanize vulnerable neighborhoods.
The Executive's plan aims to reactivate employment in popular sectors.
The works will be mainly in the hands of the million social cooperative members and monotributistas who are part of the registry of workers of the popular economy, which is administered by the secretary of social economy and leader of the Evita
Emilio Persico
Movement
.
Three hundred thousand of these workers live in the province and the vast majority in the suburbs.
In the Province there are about 1800-thousand are from the Conurbano- of the 4,400 settlements throughout the country.
These workers would be the main beneficiaries of
the Power Plan
with which Arroyo intends to generate
300 thousand jobs
.
Kicillof announced at the end of September the
Buenos Aires Plan for Land, Housing and Habitat
until 2023, which -articulated with the Nation- foresees the construction of more than 33 thousand homes and the delimitation of
91 thousand lots with services
.
Mayors of the Buenos Aires PJ point out that the vice president gave the order to advance with the plan of lots with services at the national and provincial level.
Some mayors go for it.
Fernando Espinoza from
Matanzas
is one of them.
On Friday he talked about it alone with Chief of Staff
Santiago Cafiero
at La Rosada.
La Matanza also concentrates investments from the Ministry of Works and Transportation.
Meanwhile, most of the communal leaders of the PJ Bonaerense listen with distrust to the governor's plans.
"It executes one in ten measures that it announces and the subdivision with services at the provincial level is very slow," says a community chief who implemented similar measures in housing matters in his district.
Management is slow and they warn that surveyors are lacking.
The
governor's
relationship
with the
Pejotista
mayors
- who are, in almost all of them, very close to the President -
is broken
.
"There is no wave", they are sincere in the Cabinet.
The Government's housing plan is completed with the construction of
5,500 homes
(the President made the announcement with Bielsa in May and in the Executive they compared it to the
Marshall Plan
, although it is progressing slowly) and with the
relaunch of Procrear
, the incentives and the laundering for construction that the Minister of Economy
Martín Guzmán
announced together with the UOCRA and the Chamber of the sector.
The Minister of Habitat launched this week the new batch of Procrear to build homes in
8,200 lots with services
, 4,600 of which are already ready in 9 provinces: Buenos Aires, Catamarca, Santa Fe, Córdoba, Formosa, Neuquén, Chubut, Santa Cruz and Entre Ríos.
They aim to seduce mainly the middle sectors, elusive to the Government.
"He who accesses a loan and builds a house does not forget it either. It worked for Cristina between 2013 and 2015," recalls a minister.
