The Housing Authority pointed out that the plan will inspect the drainage pipes of 1,575 public housing buildings, of which 600 buildings have public drainage pipes installed outdoors, and the main drainage pipes of 975 buildings (involving 410,000 units) will be installed Within the unit.
They will inspect outdoor drainage pipes according to the standards adopted by the Buildings Department. As for the inspection of indoor drainage pipes, they will only inspect the units they can enter. If the tenant refuses them to enter the unit or there are objects in the unit that hinder the inspection, they will not take mandatory action.
The Housing Authority also stated that if minor defects are found during the inspection, such as leaking pipes, loose throats or loose connection fittings, they will promptly arrange for repairs.
However, if a tenant is found to have modified the drainage system without authorization, the tenant concerned will be responsible for carrying out the necessary corrective works at his own expense.
Priority inspections for housing estates or buildings with confirmed cases
Based on public concern, housing estates or buildings with confirmed cases will be given priority for inspection.
As for the inspections of other housing estates, they will be ranked according to different criteria, such as the percentage of elderly tenants, the age of the housing estate or building, and the records of leakage or overflow of drainage pipes.

The inspection plan requires about 64.3 million yuan
According to the Housing Authority, approximately $64.3 million is required for the inspection project.
As for the maintenance project derived from the drainage pipe inspection plan, it will cost about $54 million. The estimated expenditure will be absorbed by the Housing Authority's maintenance and improvement project budget for 2020/21 and 2021/22.
In addition, in order to cope with this work, the Housing Authority will set up an auxiliary task force consisting of 87 new staff this month for a period of 18 months.
