The selection committee led by the President of the University of Hong Kong, Zhang Xiang, recommended Shen Zuojun, Dean of the Department of Industrial Engineering of Tsinghua University, and Gong Peng, Dean of Tsinghua University of Science, as Vice Presidents, responsible for research and academic development.

4200 teachers, students and alumni jointly requested to postpone the deliberation but failed

Among them, Shen Zuojun’s political background has attracted much attention. Since the news of the appointment of the deputy school was exposed last Friday (24th), the Tsinghua school network immediately deleted the original title of the “Party Party Committee” of the Industrial Engineering Department of the school in many places. Teachers and students in the school are concerned. In two days, 4,200 teachers, students and alumni participated in the joint signature initiated by the Student Union, urging the school to postpone the appointment, immediately launch an immediate investigation, disclose the selection criteria and request Shen Zuojun to make a political declaration.

The University Committee of the University of Hong Kong held a meeting at 5 pm today to urgently discuss the two appointment agendas.

On the eve of the meeting, about ten members of the Hong Kong University Student Union went to the University’s Niu Lushi Building to submit a petition letter to the Dean Zeng Yongshi, and called on the students to return to school to sit and sit in protest. About 30 people attended the meeting.

Only the undergraduate school committee voted against and abstained from the appointment of the two

The meeting of the school committee lasted more than two hours, and finally the two were appointed by a large number.

According to the news, all 23 members of the school committee attended the meeting. The dean of Shenzhen Medical College Zheng Chongmao and the dermatologist Chen Yanli participated in the meeting online. The appointments of Shen Zuojun and Gong Peng’s vice presidents were approved by 22 votes. Li Zicheng, the undergraduate representative of the committee, voted against the appointment of Shen Zuojun; the latter abstained.

Li later explained that Gong Peng's academic background was acceptable, but the school committee did not accept his suggestion. The vote was postponed, so he abstained.

The news refers to Zhang Xiang's first academic achievement

One of the focal points of the school committee was the importance of the political connection of the candidate for vice-principal. At the meeting, the school committee members with organizational background almost regarded it as unimportant, saying that "no need to consider" or even "no problem"; at least two people thought that even though The identity of the deputy school is not important.

Zhang Xiang clearly stated that academic excellence of the university leadership is the key, and the selection process has fully considered the relevant categories.

Zhang Xiang is the chairman of the selection committee, and he has recommended two people to be vice principals.

However, the three were revealed to have taught at the University of California, Berkeley.

It is reported that Zhang made a clarification at the meeting, emphasizing that he did not know the two, and that when he was teaching at Berkeley in the United States, he had only met Shen Zuojun once on campus and Gong Peng once on social occasions.

Shen Zuojun is currently the head of the Department of Industrial Engineering and Operations Research; Gong Peng is a professor in the Department of Environmental Science, Policy and Management.

Shen Zuojun issued a statement denying being a member of the Communist Party of China

Shen Zuojun and Gong Peng made written representations at the meeting, and the two also issued a statement through HKU afterwards.

In the statement, Shen denied that he was a member of the Communist Party of China and that he was not a "Party Committee Member" of the Engineering Department. He also pointed out that the information on the Tsinghua website was incorrect (see separate draft).

The chairman of the school committee, Li Guozhang, also rarely issued a statement after the meeting, saying that the school committee was satisfied with the clarification of the two professors' related issues and believed that all the allegations were unfounded.

However, it is reported that some school committee members have quoted media reports that Tsinghua University School Net has deleted and changed Shen Zuojun as a party committee member of the "Department Party Committee": According to the web archive, Tsinghua issued announcements in 2014 and 2017, and applied twice. Elected to the "Department Party Committee", questioned why the background of the two candidates was not investigated.

Li Zicheng also moved at the meeting to postpone the voting and conduct due diligence on the background of the two people, but was ultimately unsuccessful.

Student Union consults legal opinions to overturn appointment

Li Zicheng's eyes burst into tears when he was interviewed by the media after the meeting. He said frankly that he "deeply loves" the University of Hong Kong. Teachers, students and alumni have worked hard to protect the school inside and outside the system, but still cannot shake the "high wall". I am very worried about the autonomy of the future colleges of Hong Kong University.

Li Zicheng said that the appointment of the deputy school has attracted attention and will continue to urge Zhang Xiang to explain how to hire a governance team.

He continued that the provisions of the "Hong Kong National Security Law" refer to universities, but since July came into effect, the academic freedom of the University of Hong Kong has been continuously challenged and Zhang Xiang has never defended it, which is disappointing.

The president of the Hong Kong University Students' Union, Yip Chi-lin, said that she was very disappointed and regretted by the results of the school committee, describing it as "announcing the end of the college's autonomy."

She criticized the school committee for ignoring the voice of the 4,200 teachers, students and alumni co-signatures, stating that it would not accept the appointment and would seek legal advice, hoping to overturn the decision.

The school committee Shi Wenxin (middle) said after the meeting that after detailed discussions on the appointment of the vice president, he personally agreed with the decision and described it as a correct decision.

Shi Wenxin, member of the school committee, honorary director of the Jockey Club and former chairman, emphasized after the meeting that the school committee had thoroughly discussed the appointment of the vice-principal and personally agreed with the decision and described it as a correct decision.

Shi has been repeatedly questioned by the media about his views on Shen Zuojun’s political background. He is unwilling to comment, nor has he responded to how to relieve the doubts of Hong Kong masters and students about this appointment. He only said that Hong Kong has experienced difficult times and Hong Kong people must recognize it. The fact that "Hong Kong is a part of China" requires learning how to accept it. It also refers to the fact that our future is tremendous working as part of China.
