The Women's Lobby in Israel today (Wednesday) filed a petition in the High Court demanding that the Judiciary Selection Committee actively work to promote female judges to match their numbers with the number of judges in the Supreme Court. According to the petitioners, the Judicial Selection Committee publishes lists of candidates with a clear majority of men. In the past, a similar petition was rejected by the lobby without a hearing - because it was filed after the candidates had already been interviewed.

The petition is directed at the Judicial Selection Committee, and it is argued that the inequality in the composition of the court stems from the lists of candidates published by the committee, which show a clear male majority.

For example, in the 2017 round of appointments, the list of candidates for the top contained seven women and 21 men.

In 2018 it contained five nominees versus twenty nominees.



"The list of candidates for the Supreme Court must reflect the obligation to provide equal representation for women, by including at least half of the women," the petition, filed by attorneys David Tadmor and Perry Ross of Tadmor Levy & Co., said.

It was further alleged that the publication of lists in which such a clear male majority "violates the committee's duty to act actively to find suitable candidates for the position, and intentionally and knowingly obstructs its ability to act in accordance with the law for the appointment of a woman."



About two years ago, the lobby filed a similar petition, but it was rejected without a hearing on the allegations because it was determined that it was filed late - after the candidates had already been interviewed by the committee.

The High Court then ruled that the correct time to file such a petition is at the earliest immediately after the publication of the list of candidates, but preferably even before that. Therefore, Shuldah filed the petition now, before the publication of the list of candidates to replace Judge Meltzer.

The lobby seeks through the petition to force the committee to publish lists of candidates at least half of whom will be women, as well as to appoint a woman as a waiter's replacement.

In addition, the lobby requests that the committee present an outline "according to which equality between men and women will be established in the Supreme Court within a reasonable period of time."



Also, along with the filing of the petition, a request was submitted to the Supreme Court to issue an interim order preventing the committee from publishing a list of candidates before a hearing on the petition takes place.
