In two communities in the Freising district, households will soon have to pay more for their drinking water.

And price increases are likely to follow elsewhere as well.

Au / Hallertau

- The drinking water in Au and Rudelzhausen is becoming more expensive.

At the association assembly of the Hallertau water association, which essentially covers the area of the Altlandkreis Mainburg, the 35 association councils passed the resolution to start turning the fee screw on January 1st.

While a cubic meter of drinking water previously cost 41 cents, from 2021 you will have to shell out 1.50 euros for the same amount.

Another new feature is the increase in the basic fee from currently 46.02 to 65 euros for around 10,000 subscribers.

The production contributions per square meter of land area will be increased from 1.43 to 2.19 euros, as will that of the floor area from 4.28 to 6.50 euros.

With 26: 9 votes, the adjustment of the new contributions and fees found a large majority, even if the grinding of teeth of some association councils in the Auer Hopfenlandhalle was unmistakable.

Nevertheless, most of the representatives, who come from former and existing communities in the distribution area, followed the detailed words of their chairman Franz Stiglmaier.

Six months after taking office as head of water, the mayor of Attenhofen was not to be envied, although Stefan Dengler, who was also only recently in office, had an expert manager at his side.

The pipeline network is out of date

Ingrid Hannemann from Kubus Kommunalberatung had previously provided the basis.

In a global calculation, the administrative lawyer devoted herself to the figures, assessing three areas in particular as indispensable for an adjustment.

The pipeline network, which mostly stems from the beginnings of the Zweckverband in 1963, is getting on considerably.

In addition, there is a considerable "shortfall" in the production of lines for new building areas.

Using the example of the construction area in Obersüßbach, where the 35 plots cause around 355,000 euros in costs for the laying of the lines, but only 135,000 euros in production contributions can be levied, Stiglmaier illustrated the problem.

As a third point, Hannemann named replacement investments that cannot be raised via so-called "improvement contributions", but should already be included in the calculation.

Investments of 16 million euros

Apropos improvement contributions: The study by the engineering office Kienlein from Buch am Erlbach showed that the Zweckverband would have to make considerable investments in the future.

With the help of graphics, analyzes and, above all, up-to-date images including the water chambers, they showed the association councils the various expenses and expenditures for the maintenance and modernization of the water supply from the 1960s and 1970s.

According to a report by engineers Bernhard Wernthaler and Harald Kienlein, the entire investment package will amount to over 16 million euros in around ten to 15 years.

This has to be worked through step by step, which Stiglmaier also made clear here in a practical example.

An allocation volume of one million euros divided among around 10,000 subscribers would result in around 100 euros per household.

Other communities affected by consequences

In the first renovation step in the next five years, the machine house in Au including the administration wing and in Mainburg the water house there must be tackled, which, according to the engineering office, will cost up to eight million euros.

The previous allocation key should be retained.

Since its foundation, this has provided for the allocation of the uncovered costs to 45 percent on the land area and 55 percent on the square meters of the floors.

In addition, the "water guests" are also taken into account, who currently take 31 percent of the delivery volume.

These customers should also be involved in the investments by means of special agreements.

The largest customer is the Baumgartner Group, which purchases 100 percent “Hallertau” water.

There is therefore no question that the water price in the purchase area between Nandlstadt, Attenkirchen and Haag will also rise sharply in the future.
