Large forces in the scene of the incident, Vienna, today
Earlier this month, a young Jew was seriously injured in the head near a synagogue in the city of Hamburg, in what was described by authorities as an antisemitic assault.
The attack took place a little over a year after the attack on Yom Kippur in the city of Ella.
Senior German government officials have condemned the antisemitic incident, one of many in recent years.
"Hatred of Jews is a shame for our country. We are committed to continuing to fight propaganda against Jews and to be there for the victims of hatred and violence," Justice Minister Christine Lambrecht said.
Police said the 26-year-old attacker of Kazakh descent apparently acted alone and attacked the 29-year-old Jewish man with the shovel.
Police said his motive was unknown, but he was wearing military uniforms similar to those worn by the neo-Nazi terrorist in the attack on the goddess.
Authorities said tonight that the attacker appeared to be "confused" during the initial police investigation.
German Foreign Minister Heiko Mass condemned the incident yesterday and called on German citizens to show more civic courage.
"This is not an isolated incident, this is a repulsive anti-Semitism and we should all oppose it," he tweeted.
