On September 22, 2020, President Reuven Rivlin and Justice Minister Avi Nissenkorn announced a unique pardon scheme for debtors who have been fined and are having difficulty paying them because they are in a serious economic situation due to the corona.

The outline will not apply to fines imposed on debtors for violating corona orders, but to those seeking to meet the payment of fines imposed on them due to financial difficulties encountered as a result of the corona.

Unique conditions

The economic impact of dealing with the krona is devastating for many citizens, and those who face unpayable debts find themselves helpless in the face of fines that inflate the debt, which in the first place were difficult to pay.

In light of this, the special pardon scheme was launched, the purpose of which is to enable debtors to survive the difficult distress these days.

Who is entitled to a pardon

Eligibility for pardon depends on five criteria:

• He must have been fined as a result of a traffic, administrative or criminal proceeding.

• A debtor who has not been convicted during the last 5 years

• A debtor who during the last two years has applied to settle his debt

• A debtor who is not obliged to pay compensation to the victim of an offense

• A pardon request will be reviewed and accepted according to the opinion of the competent authorities.

Due to the need to maintain public peace and not harm efforts to deal with the Corona, the pardon will not apply to anyone who has received fines as a result of violating Corona orders.

Also, the pardon will not apply to fines for illegal parking or for non-payment of fees.

Examination of applications

After submitting the application, the debtor's financial situation, the offenses for which the fines were imposed, the debtor's ability to pay, his willingness and efforts to meet payments, the amount of the fines, the number of fines against the applicant, and more will be examined.

The application for pardon can be submitted to the President of the State via an online form on the President's House website.

The outline is valid for six months, and will therefore apply to applications submitted by April 1, 2021.
