This meeting aims to prepare the bill intended to transcribe the proposals of the Citizen's Climate Convention.

Emmanuel Macron will convene an ecological defense council on Friday, November 26 to take arbitrations on the consideration of proposals from the Citizen's Convention on the Climate (CCC), in particular on the renovation of housing, transport and advertising, indicated the Elysium.

This meeting aims to prepare the bill intended to transcribe the proposals of the Convention, which must be presented to the Council of Ministers in January.

On certain measures, "

we must modify their temporality or make them succeed in a different way, because otherwise they could lead to the bankruptcy of companies, whereas the idea is to transform them, not to kill them

", pleaded an adviser to the presidency.

In the bill, "

it will not be a question of copying and pasting of the proposals of the Convention but not of jokers

", that is to say of abandoning the measures, he said.

Emmanuel Macron, in a letter to 150 citizens, had already affirmed that he retained the same ambition for the climate but had warned them that "

some of the measures deserve adjustments, require a different temporality

" or "

sometimes different solutions

".

Among the points discussed on Friday should be the fate of the project to extend terminal 4 at Roissy-Charles de Gaulle airport, which seems to be buried as it is.

"

The project as initially envisaged is no longer necessary, no longer exists,

" said the Elysee, confirming statements to this effect by Minister of Transport Jean-Baptiste Djebbari at the end of July.

Emmanuel Macron has scheduled a meeting with the 150 citizens or their representatives within 15 days.

The Head of State had committed in June to take 146 of the 149 proposals of the CCC but the executive is suspected by some of wanting to "

unravel

" them.

The government already counts 51 “

totally or partially implemented

” but the association “

Les 150

”, which brings together 130 of the 150 citizens of the Convention, only counts one.

The executive also argues that the recovery plan of 100 billion euros will focus for a third on ecological transition measures.

France is also preparing the celebration of the five years of the Paris Agreement on the climate, with a summit during which States will be invited to raise their ambitions to reduce greenhouse gas emissions.

For France, Paris intends to be part of the EU's objective of achieving by 2030 a reduction of 55% of its emissions compared to 1990. This objective should be affirmed at the European Council in December, wished the Élysée.

Paris also wants to plead in Brussels for a European commitment to phase out glyphosate.

France has set itself the goal of phasing out most of the use of glyphosate in 2021, before a total ban in 2023.
