LE FIGARO.- Why has the global strategy to combat drug trafficking failed?

In 1998, the users of illegal drugs were estimated at 185 million people in the world.
At the end of 2018, this figure had increased to 269 million people.
Meanwhile, the illegal market has grown from an estimated annual turnover of 320 billion dollars to more than 500 billion in a decade.
Opium and cannabis production reached record highs, coupled with the explosion in the manufacture of synthetic drugs.

We can salute the good faith of the authorities in combating the crime linked to drug trafficking or trying to protect populations from violence, but the failure is there.
Despite all the repressive forces, neither the demand nor the supply of illegal drugs is under control, and they are thriving with all the negative consequences associated with it.
