The People's Assembly, in its twenty-second session of the first ordinary session of the third legislative session, held today under the chairmanship of Hammouda Sabbagh, Speaker of the Council, discussed the performance of the Ministry of Administrative Development and issues related to its work.

At the beginning of the session, the Minister of Administrative Development, Dr. Salam Safaf, confirmed that the Ministry had completed since the beginning of this year the general framework project to modernize the structure of the civil service and formed committees to review the incentive systems, compensation and bonuses granted and link them to the nature of work. She indicated that several courses have been set up to develop the performance of enterprise managers and train and qualify workers, and work is underway to create a new system to sort engineers through the job description card according to the certificate and capabilities, and a program has been signed to improve services with the Ministry of Electricity and to prepare new organizational structures for some public authorities, pointing out that the start has been made. In their interventions, a number of council members called for expediting the implementation of the administrative reform program, setting a specific time period for implementation and improving the reality of the public office, standards for supporting and measuring administrative performance, and quickly responding to employee complaints, asking about the ministry’s role in combating corruption, administrative slack and spending control, and what has come to prepare a new draft law For state workers.

Some members pointed out the need to benefit from the graduates of the National Institute of Public Administration and to adopt a clear and fair mechanism for evaluating workers and working to expand the numerical staff in all public agencies.

A number of members indicated the need to accelerate the preparation of the job ranks system and work to follow up the modernization of the Human Resources Service Center, which replaced the general registry of workers in the country.

In her response to the members' interventions, Minister Saffaf indicated that the ministry continues to play its role in reforming the public service, updating laws and setting standards for improving career work by preparing legislation to prevent corruption, reduce waste, and employ funds in community service, explaining that the ministry’s work with other ministries is linked to specific timetables. .

She pointed out that the competition has been temporarily stopped to complete the preparation of its new mechanism to take into account the selection of the job, the governorate and the field desired by the job applicant, and there is a directory of new jobs that will be launched soon, and a contract has been made with the virtual university to qualify managers of administrative development in institutions and subject them to a master's degree in administrative development.

Minister Safaf confirmed that a new draft law for workers in the state has been prepared and it solves many of the administrative problems that employees suffer, indicating that the applications for the demobilized competition are nearing completion, as the number of laid-offs has reached 30,111 theaters to date.

The session, which was attended by Minister of State for People's Assembly Affairs, Maloul Al-Hussein, rose to 11 pm tomorrow, Thursday.
