The U.S. State Department terminated the "Hong Kong Education and Cultural Exchange Program." A spokesman for the Hong Kong Government expressed regret.
The spokesperson said: "The Hong Kong Education and Cultural Exchange Program has been implemented for many years and has been providing valuable opportunities for members of the US Congress to learn about Hong Kong's development and issues of mutual concern. At the same time, relevant exchange visits have also provided opportunities for Hong Kong officials over the years. To gain a deeper understanding of the American authorities’ thoughts and concerns, so that the two sides can communicate frankly on the basis of mutual respect."
The spokesman said: "The feedback from visitors to Hong Kong who participated in the relevant programs is generally quite positive. It is a pity that the US State Department has denied these opportunities at a time when dialogue is most needed."
The U.S. State Department terminated five programs, including the "Hong Kong Education and Cultural Exchange Program," saying that the program was funded and operated by the Chinese government as a soft power propaganda tool.
The Hong Kong government stated that the main objection was that the exchange plan has always been the responsibility of the SAR government and paid all the fees.

The spokesman said that both the visit schedule and meeting will be approved by the guests. He also pointed out that the delegation can also meet with anyone outside the itinerary according to its wishes.
The spokesman said: "This is another unilateral and poorly motivated decision by the US authorities. It not only strikes at the long-term cooperative relationship between the two parties, but also shuts the door to dialogue purely for political slander."
