Several pro-democracy district councillors received a letter from the Correctional Services Department last month, rejecting their applications for official visits, stating that their visitors were not in their constituencies, and believed that the applications had nothing to do with the functions of the district councils specified in the District Councils Ordinance.
Yuen Long District Councillor Chen Shuhui said today (6th) that he had written to the correctional department to apply for an official visit to a local resident tomorrow, but the correctional department rejected his application on the grounds that the resident "does not live in Yuen Long District". .
Chen Shuhui said that he has written to the Correctional Services Department to inquire about the incident and has not received a reply from the Correctional Services Department.

Chen Shuhui, a member of the Hung Fuk Constituency in Yuen Long, applied to the Correctional Services Department earlier to visit a person in custody in the Hong Fuk Constituency at Stanley Prison tomorrow (7th). The application was rejected because of "Lang District", which has nothing to do with the functions of the District Council.
Chen Shuhui said bluntly: "This time I applied to visit not only residents of Yuen Long District, but also Hung Fuk Neighborhood, thinking that the correctional department can no longer use the excuse of "not living in Yuen Long District". Chen Shuhui stated that after receiving the letter, he immediately submitted a rebuttal to the correctional department's reply, but he has not received a reply yet.
