The construction of cycle paths has to wait

Peißenberg will register measures in the 2021 requirement for urban development funding amounting to 425,000 euros.

The investment volume is focused exclusively on the redesign of the old mine dump.

The construction of the cycle path between Rigi-Center and “Kaufland” had to be postponed.

  • The cycle path between Rigi-Center and Kaufland will not be built for the time being

  • The money is to be invested in the old mine dump

  • The local council decided that

Peissenberg

- It is an annual ritual: at the end of November or the beginning of December, the market council has to pass the notification of requirements for urban development funding.

The whole thing is not yet legally bound.

The market council decides during budget implementation whether the formulated measures will actually be implemented in the following year.

But the report to the government of Upper Bavaria gives a hint of the areas in which the investment focus should be.

Peißenberg will therefore fully concentrate on transforming the old mine dump into a leisure and recreation area.

In addition to the construction of an exercise course - the rough cost estimate is around 50,000 euros - and access to the north side of the mine dump (250,000 euros), the construction of a pump track (125,000 euros) is on the agenda.

The planned cycle path construction between Rigi-Center and “Kaufland” and its extension beyond the Stadelfeld up to the level of the ice cream parlor “Venezia” do not appear in the registration list for 2021, which was unanimously approved by the market council.

The cycle path is intended to be an important component in upgrading Peißenberg's environmentally friendly mobility infrastructure.

The project was given priority, but a few weeks ago the town hall administration received the unfortunate news that the construction of the cycle path is not part of the urban development subsidy, but is to be served from a priority subsidy fund via the Municipal Transport Financing Act (GVFG).

The urban development subsidy only ever takes effect on a subsidiary basis, i.e. when no other subsidy programs can be tapped.

But this is the case for cycle path construction.

The catch: GVFG funding only subsidizes 40 percent of the costs.

On the other hand, there are at least 60 percent of urban development funding, and up to 80 percent for financially weak municipalities.

The restructured funding category will not change that.

The government of Upper Bavaria classified Peißenberg in the “Growth and Sustainable Renewal” program - under the same conditions as in the previous “Urban Redevelopment West” program.

The municipality actually assumed a minimum funding of 60 percent for the construction of the cycle path.

A lower subsidy rate would hit the office with a calculated total cost of 1.3 million euros (including greening and ancillary costs).

The municipality has therefore decided to postpone the project for the time being - and, if necessary, to implement it with a “slimmed-down version”, as Mayor Frank Zellner (CSU) explains: “We deal with the time delay professionally.

We will of course stay tuned to the topic. "

Market treasurer Michael Liedl confirms that efforts are being made to get the "best possible funding" for the community.

There are also “positive signals” regarding an increase in federal funds.

But more could not be said publicly yet.

According to the current status, according to Liedl's forecast, the construction of the cycle path can start “as early as 2022”.

In spring 2021, however, the town hall administration will present the finished plan.
