The Government and the state unions
agreed to move to a permanent plant
for almost 30 thousand workers.
These are employees hired - on average for 12 years - on a temporary basis in the different departments of the Executive.
The "normalization" will be in batches and through competitions until 2023.
This was agreed by the Chief of Cabinet
Santiago Cafiero
;
the secretary general of the majority union UPCN, and
Hugo “Cachorro” Godoy
, from ATE, this Tuesday during an extensive meeting in the Women's Room of the Casa Rosada.
The regularization of almost 29,000 public employees occurs in the middle of the government's negotiations with the IMF to reorder the macroeconomy.
From the Secretary of Public Employment led by
Ana Castellani
-present at the meeting- they explained that the move to the plant will not imply an increase in public spending.
"
There will be no higher fiscal cost
because there are no new charges but regularization of the existing ones," they assured.
Santiago Cafiero, along with Hugo "Chachorro" Godoy, the general secretary of ATE.
Sixty-five percent of the 29 thousand workers who will be permanently added to the state plant
work in the City
.
35% work in the rest of the country with an average seniority in the position of 12 years.
On average, workers earn a
gross salary of $ 55,000
, official sources told this newspaper.
The Government and the state unions deepened their political alliance.
"We consider that it is the way to professionalize the State, with training and with job stability. The Government takes up something that the union inaugurated in 2012, when we placed a single class of workers in the slogans, which are permanent staff," said Rodríguez , from UPCN, one of the union leaders who works for
Alberto Fernández to
preside over the PJ.
Godoy, head of ATE, spoke along the same lines and charged against the previous government.
"It is excellent news. The completion of the contracts was Mauricio Macri's excuse to lay off by the thousands. It is a guarantee of stability for workers who have been here for 20 years," he told
Clarín
.
Indeed, during the previous administration, about 41 thousand contracts were discontinued.
The transfer to the floor will be implemented within the framework of joint negotiation, but will be reflected in two current regulations: Administrative Decision 1875 of the Cabinet Headquarters and Resolution 48 of the Secretary of Management and Public Employment.
During the meeting at Casa Rosada, the Concursar 2.0 platform was also presented, through which the regularized state will participate in the contests and where the rest of the almost 300 thousand workers of the National Public Administration will also apply for other promotions.
The state unions hope that the regularization will be imitated by the provincial and municipal executives.
"Argentina
needs a private sector but it also needs a present
and active
State
," said the Chief of Staff during the meeting.
The Government, meanwhile, hopes to form this Wednesday a new joint agreement with the state unions.
In October they had agreed to an
increase until December of 7 percent
, which was added to the January non-remunerative bonus of $ 4 thousand.
ATE, despite its support for the Frente de Todos during the campaign, signed in disagreement and even carried out demonstrations against the Government, considering the sum insufficient.
Now the state companies are demanding a higher sum, which would rise to 18 percent and - added to 7% until December - would complete a parity in annualized sections of 25 percent.
In addition, they demand a year-end bonus and institutionalize last January's bonus.
The joint agreement is also significant in political matters.
ATE, which demands the revision of the State workers' registers, gave the go-ahead, in line with the UPCN.
For now, the Executive indicates that there will be no changes in the decision that political officials -directors, undersecretaries, secretaries, ministers and the President-
do not receive increases
, as had been established last October.
