Increased contact restrictions, smaller radius of movement in hotspots and gloomy prospects for the gastro: These are the new rules after the Corona summit.
On January 5, 2021, Chancellor Angela Merkel and the 16 country leaders met for the first Corona summit of the year.
The lockdown that has been imposed since mid-December is now valid until January 31, 2021.
In addition to tightening contacts and freedom of movement, specifications for the vaccination phase were also decided.
Berlin - Now it is clear: The current
lockdown *
will be extended to January 31 - and it is already certain that not all new rules will be lifted after that.
In their
talks with Angela Merkel *, the
prime ministers of the federal states
agreed on new measures - some of them are tough and are likely to slow down public life in Germany further.
In particular for students and teachers, but also generally for residents of a district with a high
incidence
, everyday life in the common fight against
Corona *
is likely to
change again significantly.
In return, parents can look forward to a relief, and the vaccine producers should also be supported.
After the Corona summit on contact and area restrictions: These are the lockdown rules
Merkel and the prime ministers
agreed
on these tightenings and extensions at the
first Corona summit in
2021:
Contacts:
As in the spring, private get-togethers are only permitted
with one other person who does not live in the household
or with members of their own household.
Here the politicians urge “all citizens
to keep
all contacts to the absolute minimum
in the next three weeks
and to stay at home as far as possible”.
Freedom of movement:
In regions with an incidence of more than 200 new infections per 100,000 inhabitants within a week, further measures should take effect.
This includes the
restriction of
the
radius of movement to 15 kilometers around the place of residence
, exceptions to this rule only exist in the case of valid reasons, which
explicitly do not include
day-tour trips
.
Travel activities:
In the future, the
two-test strategy
will
apply
when entering from risk areas
.
In addition to the ten-day
quarantine obligation
, which can be prematurely ended with a negative test, which was made on the fifth day of isolation at the earliest, another test * must be proven.
This must be carried out
48 hours before arrival or immediately after entry
.
It is pointed out that "trips to risk areas must be avoided without a valid reason and that, in addition to the test and quarantine
obligation, there is
an
obligation to digitally register
when entering from risk areas".
Gastro and leisure facilities:
The closure of large parts of the trade and catering industry, which came into force on December 16, will be maintained.
In addition,
company
canteens
should also
close “wherever work processes permit”.
Only the
"delivery of take-away food and drinks" is
permitted, but consumption on site is prohibited.
Hairdressers, leisure centers and other facilities
whose offers do not relate to daily needs will also remain closed.
After the Corona summit: The new rules for schools and companies
Schools and childcare facilities:
The doors will remain closed until January 31st, with Baden-Württemberg's Prime Minister Winfried Kretschmann
opening elementary schools and day-care centers
for January 18th
.
In the summit resolution it is at least emphasized that the operation of schools and childcare facilities * is "of the utmost importance for the
education of children and for the compatibility of family and work
".
A closure over a longer period of time "will not remain without consequences for the educational biographies and the social participation of children and young people".
Companies:
All employers are encouraged to "
create
generous
home office opportunities
".
The
principle "We stay at home" should be
implemented
nationwide
.
After the Corona summit: support and relief measures
Child sickness benefit:
This financial support will be extended in 2021 for
ten additional days per parent or 20 days for single parents
.
This entitlement also applies if “
the child
needs to be looked after
at home
because the school or kindergarten or class or group is closed due to the pandemic, or because classroom attendance has been suspended or access to childcare has been restricted”.
Bridging
aid
III:
According to the previous aid programs, “the federal bridging aid III is of particular importance”.
Reimbursement is made "depending on the decline in sales and the extent to which they are affected,
a certain percentage of the fixed costs up to a maximum of 500,000 euros per month
".
Part payments are also made possible.
The first regular payouts by the federal states are planned for the
first quarter of 2021
.
Bridging aid III runs until the end of June 2021.
After the Corona summit: strategy for old people's and nursing homes
In order
to be able to better protect
residents of retirement and nursing homes
,
quick
tests are recommended before entering the facilities.
This applies at least until the vaccinations with the two doses for people in the building have been completed and they
have
built up immunity
.
The test arrangement is the responsibility of the institutions.
The federal and state governments want to help, however, by “temporarily
bringing
volunteers to
the facilities
to carry out
extensive rapid tests
”.
Appropriate training courses are provided by aid organizations.
The coordination lies with the municipal umbrella organizations.
After the Corona summit: vaccine production and procurement
Vaccine production:
In order to increase production capacities, "the federal government and the state of Hesse are
doing their utmost to support BioNTech *
so that
production can be approved and started
in February in a
newly established plant in Marburg
".
The federal government is also holding talks with manufacturers so that “
further production capacities for vaccines can
be
built up
as quickly as possible”.
Vaccine replenishment:
By February 1,
almost 2.7 million more vaccine doses are to be
delivered.
In order to enable “secure on-site schedule management”, the federal government will “
transmit
reliable delivery times
based on manufacturer
reports” to
the federal states
.
The aim is that "by mid-February at the latest" all
residents of inpatient care facilities can be offered
a vaccination.
After the Corona summit: Measures against the spread of virus mutations
Because of the increasing
mutations of Sars-CoV-2 *
, the
Robert Koch Institute * will make
efforts to
uncover them
through
increased sequencing
.
In addition, the Ministry of Health will
issue a new ordinance
based on the
3rd Civil
Protection Act.
In the case of “unavoidable entries from areas where
such mutated virus variants
occur”,
the Federal Police should “
intensify compliance with the special entry regulations”.
It is up to the federal states to ensure that "the
control of the quarantine is
also given special priority in such cases."
The same applies to
follow-up
if mutations are found in Germany.
The countries still have to determine the exact rules, which will be discussed in parliaments on Wednesday.
The
measures for the period on February 1, 2021 will
be discussed at another Corona summit.
This is planned for January 25, 2021, Another important date is January 17, 2021 - from this date, according to
RKI boss Lothar Wieler, it can be
understood how the
holidays have affected the infection rate
.
