"Smart hospitals" have been the direction of the Hospital Authority's determination in recent years. However, as of the last century, technology has not been popularized and perfected. Hospital operations only rely on paper to transmit information. In addition to low efficiency, the loss of medical records from time to time makes doctors unable to make accurate judgments. The condition threatens the safety of the patient.

The 30th anniversary of the establishment of the Hospital Authority followed the times, and Zhang Yixiang, the director of information technology and medical information in public hospitals for the 28th year, witnessed the revolution of the times. The medical records have long been electronic, and AI technology has been added to view X-rays and robots to deliver meals. Only to improve patient safety and medical effectiveness.

He handed over the blueprint for the next three years, hoping that all 18 emergency hospitals will be transformed into "smart hospitals."

In the past, it took a lot of clinical time to find paper medical records

"If there is a problem with the typesetting (paper-based medical records), we have to wait for the patient to enter the hospital. I may not get it when I wait for it, or it may arrive. It turns out that there are hospitals in the fence. , We are going to borrow typesetting, so we have to contact the hospital in the cubicle, you may have to call to arrange, write a letter, fax (fax) to the past", the emergency department specialist, the chief administrative manager of the hospital (medical information ) Peng Yuhua shared that it takes a lot of clinical time to deal with logistics issues every day.

Obtaining a paper medical record is not only a waste of time. Zhang Yixiang said that doctors used to diagnose and treat patients without medical records, and the consequences are unpredictable. Today, he will never accept it. "I have no information on the medical department." Public hospitals have already given medical records. Electronically, each doctor holds a lithographic computer in his hand, and the data is transported and transmitted in one palm. It is believed that public hospitals have lost 70 to 80% of the paper in the earlier years, saying with a smile, "Don't know how many trees are there."

He put forward a vision for the next three years, hoping that the wards of 18 acute hospitals will be equipped with patient survival index monitoring systems and patient information electronic report boards to become "smart hospitals."

AI looks at lung X-rays and will gradually be used in hospitals this year

In November 2018, the Hospital Authority received notification from the three leading hospitals of Mary, Wales and Princess Margaret Hospitals within one week that they did not detect shadows on the patient’s lung X-rays, which caused the delay in treatment of three patients with malignant tumors For at least one and a half years, it was proposed to use AI (artificial intelligence) technology to "exclude" doctors.

Zhang Yixiang explained the latest situation and said that the accuracy of AI's X-ray film is 90%, "A doctor can save a life, so it is worth doing. I don’t have a computer system and no one mentions a doctor, so there is a chance that something will happen." The technology is still being tested, and it is expected to be gradually used in hospitals in the second quarter of this year. It is not believed that AI will replace medical staff. AI technology will only serve as a supplementary role.

Innovation is a historical process, but it must be done safely.

In August last year, the HA system failed for nearly an hour and a half, and medical staff were unable to view electronic medical records.

Zhang Yixiang pointed out that any progress is risky, and the hospital also has something to do with it. Even if there is no network, the hospital can contact and use the relevant information, but admits that it is not perfect, and it was not completely available when it failed last time.

Zhang Yixiang said that he attaches great importance to patient information and privacy, and emphasized that if there is an accident, "The Privacy Commissioner will not let us go."

Legislative Council Medical Member Chen Peiran quoted medical staff in the Accident and Emergency Departments of different public hospitals in 2019 as saying that even if they did not log in to the computer system, they could obtain the information of the victims involved in the 6.12 conflict last year, and the page displayed "for police use".

Zhang Yixiang retorted, "Some people are talking nonsense, and everyone feels that it is true." After verification, he emphasized that the incident is by no means a fact. Close, don’t let us go, I tell you that nothing happened.”

Zhang Yixiang joined the Hospital Authority for the 28th year. He is interested in medical information technology and feels satisfying to help patients. Because most foreign information systems are assisting accounting and financial work, but his job is to help medical care and patients. The departmental wastage rate is lower than that of the outside world, and it may also be due to "there is no way to help people calculate money (feeling), but to help people save lives and help patients is not the same."

The security patrol robot of Tin Shui Wai Hospital will patrol the periphery of the hospital. Security personnel can connect to the front camera of the robot through the monitoring system to obtain real-time images. In the event of an emergency, such as a person fainting, they can be dispatched to deal with it immediately.
