The Independent Commission Against Corruption last Friday (15th) sued a former manager of the CLP project and a contractor for alleged corruption in the supervision of the cable trench project, involving 185,000 yuan.

Defendant Chen Jiawen (45 years old), the former project manager of China Power Engineering Co., Ltd., was charged with nine counts, namely, five agents accepting benefits, violating Article 9(1)(a) of the Prevention of Bribery Ordinance, and four agents A person who intends to deceive his principal to use the document violates section 9(3) of the Prevention of Bribery Ordinance.

CLP Engineering was later renamed as CLP Power Co., Ltd.

The co-defendant Wu Wenjie (43 years old), the person in charge of Fukang Engineering Co., Ltd., was charged with six counts of providing benefits to agents and violating Article 9(2)(a) of the Prevention of Bribery Ordinance.

CLP Engineering was a company of CLP Power (CLP) at the time of the case and was responsible for the cable trench project awarded by CLP.

CLP Engineering and CLP are both subsidiaries of CLP Control.

Chen Jiawen was the project manager of CLP Engineering at that time and was assigned to work in the power distribution cable group of the company's power engineering branch.

He is responsible for supervising the cable trench project in Sham Shui Po by contractors including Beverly. Wu Wenjie is the person in charge of Beverly.

Five of the charges allege that Chen Jiawen was suspected of supervising the Sham Shui Po district cable trench project in Beverly for the five days between November 17, 2014 and March 3, 2017, without legal authority or With reasonable excuse, Wu Wenjie accepted five loans ranging from 20,000 yuan to 50,000 yuan, a total of 135,000 yuan.

The other six charges allege that Wu Wenjie was suspected of providing the above five loans and another loan of 50,000 yuan to Chen Jiawen for the same purpose on the above five days and September 27, 2016, without legal authority or reasonable excuse.

The remaining four charges allege that Chen Jiawen was suspected of using four disciplinary codes containing false, incorrect or improper statements for four days between December 4, 2014 and a certain day at the end of 2017 with intent to deceive his principal. The statement is that Chen Jiawen did not take any actions that violated the "avoidance of conflict of interest" in the disciplinary code issued by CLP Holdings to its subsidiaries.

CLP Holdings earlier referred corruption complaints to the ICAC and provided comprehensive assistance during the ICAC's investigation of the case.
