Data from the Ministry of Justice for 2020 show the effect of the Corona epidemic on legal aid applications, including a tens of percent increase in applications for a protection order due to domestic violence, as well as applications for bankruptcy and insolvency.



Legal aid is intended to provide legal representation to people with disabilities in the areas of civil law, similar to the public defense that is active in the criminal field.

Among other things, legal aid operates in procedures related to debts, divorce and custody, Holocaust survivors, forced hospitalization and more.



According to data published today (Wednesday) by the Ministry of Justice, in 2020, approximately 296,000 inquiries were made to the call center for legal aid.

This is a record number, and an increase of about 12% compared to 2019.

One of the most notable figures in the report is a 22% increase in applications for legal aid for applications for protection orders due to domestic violence - 2,056 applications in the corona year, compared to just under 1,700 applications in the previous year.

While in the Tel Aviv district there was a negligible increase of a few percent in these applications, in the districts of Beer Sheva, Central and North there is an increase of about 50%.



This figure joins a similar figure published by the police a month ago, according to which complaints of domestic violence increased by 10% during the Corona period.



The report also points to an increase in other types of inquiries that could indicate interpersonal tension in the immediate area: a jump of about 60% in applications for legal aid in neighbor disputes across the country - 639 inquiries compared to 404 in the previous year, and a 13% increase in representations in harassment applications Threatening.

An increase of about 40% in bankruptcy and insolvency applications

In the economic field, by the end of November 2020, about 22,000 debt cases had been opened with legal assistance, of which 9,768 were bankruptcy petitions and insolvency proceedings.

This is an increase of about 40% compared to 2019, during which about 7,000 such applications were submitted.



It is not certain that the increase in inquiries in this area occurred only due to the corona.

It is estimated that at least part of the increase was due to changes in the Insolvency Law, which came into force only at the end of 2019. Many people who could wait with filing for bankruptcy or insolvency until 2020, preferred to do so to enjoy the preferential terms in the new law.

For comparison, the increase in these requests compared to 2018 stands at 19%.
