Money for residence permits, policewoman arrested

12 precautionary measures carried out in an investigation in Parma (ANSA) An assistant chief of the police, Serafina La Placa, employee of the immigration office of the Parma Police Headquarters, was arrested by the mobile team on charges of facilitating the handling of the procedures for issuing and renewing the residence permits of foreigners that they were commissioned, through her husband Filippo Pignato, by other suspects, receiving, for this, money or other gifts.


An assistant chief of the police, Serafina La Placa, employee of the immigration office of the Parma Police Headquarters, was arrested by the mobile team on charges of facilitating the handling of the procedures for issuing and renewing the residence permits of foreigners that they were commissioned, through her husband Filippo Pignato, by other suspects, receiving, for this, money or other gifts.


    There are 12 precautionary measures ordered by the investigating judge at the request of the Public Prosecutor of Parma, 11 at home and one in prison, for corruption for acts contrary to official duties. 

"Anyway, we did a nice tour", said Filippo Pignato talking to his wife, Serafina La Placa, and commenting on the corruption system discovered by the Parma mobile team, based on money and other assets to facilitate procedures related to residence permits.

The interception is in the record of the investigation which led to the issuance of 12 precautionary measures including, in fact, house arrest for La Placa, assistant chief of police and employee of the immigration office of the Parma police headquarters.

According to the investigators, most of the interventions at La Placa involved an acceleration of the ordinary terms of definition of the practices and a privileged channel.

"It takes 8-9 months (...) if you come to me it takes 40 days", said one of the other suspects, in a conversation with a fellow countryman.

The precautionary custody in prison decided by the Gip Mattia Fiorentini at the request of the prosecutor Alfonso D'Avino and the prosecutor Francesca Arienti concerns a 42-year-old Indian, Mandeep Jalph, while his other compatriots also go to house arrest, plus an Albanian, two Tunisians, two Pakistani and a Chinese.

The investigations started with the statements of a woman who, in the summer of 2019, reported that she went to the Immigration office for a residence permit from her sisters.

Received by an employee, this explained to her that she was "the only one" to whom she could contact to speed up the process, providing her with a telephone number in case of problems, telling her that her husband could also answer.

Once the permits were obtained, the employee's husband began calling her insistently demanding a remuneration.

The investigations continued with shadowing and the use of a computer detector.

It emerged that Pignato had numerous contacts and meetings with non-EU citizens, to talk about the practices.

The woman, receiving input from her husband, then took action to deal with the various positions, guaranteeing their positive outcome: an omission of checks, theft of documents from the files and 'advice' on elusive practices or ploys emerged.

A notice of conclusion of the preliminary investigations was issued to all the suspects.

In the search against La Placa and Pignato, documents attributable to foreigners, revenue stamps, were found, while the man tried to get rid of a sheet with about sixty telephone numbers.
