Penzberg - Citizens' applications are a rare instrument of local politics.

According to the Bavarian municipal code, one percent of the population can submit a citizen application.

The city council then has to deal with the issue, but remains free to decide.

The association proposes "House for Associations", but still needs signatures for citizens' applications

Shortly before the city council meeting on Tuesday, the Association for the Preservation of Monuments and Penzberg City History announced a citizens' motion entitled “Stop the demolition of the old slaughterhouse”.

According to him, 120 of the 170 required signatures had been collected by Tuesday.

The association hoped that the city council will suspend the demolition that is expected in the next few weeks and wait until the necessary signatures have been collected.

In their application, the monument association proposes to turn the old slaughterhouse building into a "house for associations", which has long been desired in Penzberg.

A number of Penzberg associations, write the monument protectors, have agreed that this use would give the historical place a meaningful meaning for the future.

The sum that was reserved for the demolition and construction of the parking lot could be made available for the renovation, according to the proposal.

The association had enclosed an assessment by the Weilheim architect Heiko Folkerts with the application.

He explains that a renovation suitable for old buildings is sufficient, the building is not dilapidated and gutting is not necessary.

Mayor Stefan Korpan (CSU) said on Tuesday evening that the city council would have to deal with the citizens' application when the 170 signatures were received, i.e. in the February meeting at the earliest.

But not much will change in his opinion by then.

The city council unanimously agreed to put the item ("urgent motion") on the agenda.

However, opinions differed when proceeding further.

Ludwig Schmuck (CSU) said that three times had already been voted for the demolition, most recently last week in the building committee.

“I won't change my mind.” Maria Probst (CSU) warned that renovations in existing buildings have always been a blue miracle.

Sebastian Fügener (Greens) spoke of a “poison building” that nobody could enter without getting sick.

Adrian Leinweber (SPD) explained that the building would not be demolished because of a parking lot and that the area would only be used temporarily until a new building, for example residential development, was used.

Anette Völker-Rasor and Markus Bocksberger from “Penzberg together” (PM) campaigned against giving the club time until the meeting at the end of February until it had all the signatures and then examining the club house proposal.

However, only the PM parliamentary group as well as Leinweber and Hardi Lenk (both SPD) voted for this path.
