The CA stated that there are sufficient grounds to believe that similar depictions in the three episodes have the effect of slandering or insulting police officers as a social group.

Therefore, it was ruled that RTHK had violated the provisions of paragraph 2(b) of Chapter 3 of the TV Programme Code.

In addition, the Communications Bureau also ruled that the complaint that RTHK did not provide an appropriate opportunity to respond was established, while other complaints that included accurate and misleading materials, beautifying crimes and reporting court cases were not established.

The Communications Bureau decided to issue a strong advisory to RTHK, urging to strictly abide by the relevant provisions of the "TV Program Code".
