Lavrov's ministry condemned the attack as a "barbaric act of terrorism."
In recent months, the governments in Kiev and Moscow have often blamed each other for attacks on civilians.

Lavrov spokeswoman Zakharova announces “Russian view” on war in Ukraine

By “legitimate security interest” Russia understands its demand for disarmament in Ukraine and for a neutral status for the country.

Russia has been waging war against Ukraine for almost two years and has declared conquered areas its territory.
From Moscow's perspective, a return is out of the question.
Ukraine is trying to retake its territory.
With a few exceptions, the international community does not recognize the Russian annexations of 2022 or the annexation of the Crimean peninsula in 2014.
The UN Security Council meets until January 24th.
