The Nahal Oz community lives mostly in Kibbutz Mishmar HaEmek, in an area that is not sufficient, and in order to increase the housing, it is necessary to build a new residential complex.

For the first time, the council activated Section 266f of the Planning and Construction Law, which allows the buildings and the infrastructures accompanying the buildings, all or part of them, to be used permanently and not removed, and this by further promoting a plan that will regulate and approve the construction.
