This Wednesday, Kirchnerism took advantage of the scenario of the first session of Deputies, called to discuss the so-called Omnibus Law, to
put pressure on the Decree of Necessity and Urgency (DNU)
to deregulate the economy that President Javier Milei signed in December and that It is pending treatment by the bicameral Legislative Procedure commission.
The DNU, which
modifies, replaces or repeals more than 100 laws or decrees,
is one of the axes of tension between the ruling party and Unión por la Patria, which in the Senate asked Victoria Villarruel for a special session for this Thursday.
Although until this Wednesday afternoon, the vice president had not planned to call the session.
However,
the tension over the DNU also crept
into the debate on the law Bases and Starting Points for the Freedom of Argentines, given that the deputies of Unión por la Patria presented different questions of privilege
to charge against the president of the Lower House, Martín Menem
, who was accused of preventing the formation of the bicameral Legislative Procedure commission, which must rule on the decree.
The
K attack began with Pablo Yedlin from Tucuman
who requested a question of privilege against Menem, considering him responsible for the lack of constitution of the bicameral.
"The commission has not been constituted despite the notes of our bench, but the Senate has constituted it," said Yedlin, who warned that "the responsibility falls on him."
“I ask those who vote for delegated powers to know that this president does not want to form the Bicameral Commission,” he concluded.
Carolina Gaillard
, who headed the Impeachment Commission in the process initiated against the members of the Supreme Court of Justice,
also presented a question of privilege against Martín Menem
whom she accused of being "incurring in a crime of public responsibilities for not to form the Bicameral Commission.”
unfinished commission
The commission made up of 8 senators and 8 deputies has not yet been formed because Menem has not yet made the members official because he did not agree with Unión por la Patria on the places that corresponds to that space because he is the first minority.
The bloc chaired by Germán Martínez claims 4 seats, but the ruling party is only willing to grant 3 seats.
In the Senate, Villarruel resolved to give 3 places to UxP and distributed the 5 places among the blocks of the new majority.
In his speech,
Gaillard also took aim at the vice president
for refusing to call the session requested by the Union for the Homeland bloc.
In this sense, legislative sources revealed that the vice president continues negotiations with allied sectors to see if she gathers the votes to stop the advance of Kirchnerism.
Articles 19 and 20 of the regulations talk about the options that the vice president has when faced with a request for a session from the senators.
Although the rule establishes that once the request is received, the president of the body will arrange the day and time that he deems best, it is worth clarifying that
it has always been scheduled for the date requested by the signatory senators
.
The argument that the ruling party also uses is that
the topic is not included in the agenda planned for extraordinary sessions
and, in this way, the call for the session is delayed.
From the block headed by José Mayans they confirmed to
Clarín
that until this afternoon
they had not received any communication from the presidency of the Chamber
and were analyzing the measures they will take in response to the vice president's decision not to call the session.
