The municipality of Glonn (Ebersberg district) is defending itself against wild camping on Schwaigerwiese with a general decree. It should also take action against beggars.

- “We have repeatedly had problems in recent years,” Mayor Josef Oswald reported to the local councilors at the most recent meeting in the town hall, which sometimes leads to discussions and complaints in Glonn. It's about the Schwaigerwiese, where people periodically settle down in cars and tents to spend the night. The municipality has already tried to prevent this with signs. Vain. The Glonners often spotted Romanian license plates on the guests' vehicles.

But it's not just the overnight stays, but above all the side effects that annoy the community's citizens. “Garbage, feces, we also had damage,” said Oswald about the conditions. “We haven't managed to improve anything.” Now the municipality is using a register that other municipalities have already drawn up in similar situations - especially on Lake Chiemsee.

The market town of Glonn unanimously decided to issue a general decree at the council meeting on Tuesday evening. This is based on similar regulations, for example those of the municipality of Prien, which was the first to use this tool. The general decree is “the tool” that allows municipalities to intervene in a measured manner, said Oswald. The wording of the entire decree is 13 pages full of legal gibberish, but basically it is all about the following: Overnight stays on the Schwaigerwiese and also on all other public areas in the districts of the municipality of Glonn will be prohibited in the future. Anyone who does not comply with this must expect to be expelled by the police, who now have recourse through the general order. At the same time, “active, aggressive, gang-like begging” is prohibited under the new order. According to the administration, this has become “an increasingly larger problem in recent years, and complaints from citizens are increasing.”

In consultation with the legal supervisory authority and the police, the only legal approach to intervene is “to issue a general order that regulates the issues and imposes penalties,” according to the administration. This prohibits storing, camping and spending the night in trailers, caravans, mobile homes, tents, vans, transporters, vehicles and other transportable accommodation (tents) in all public spaces and the properties of the Glonn market. It also prohibits “aggressive, organized, traffic-obstructing, feigned begging and begging with animals throughout the municipality. Silent or passive begging remains permitted.” The general decree is initially intended to be valid until December 31, 2024.

In response to a concerned question from CSU local councilor Manfred Deprée, Oswald confirmed that the new regulation does not apply to private areas in the community, but only to public ones. A critical comment came from Tobias Haubelt (SPD/KommA): “What good does that do for us?” he asked and suggested: The community could simply issue a ban itself. The mayor contradicted this: “Then we would have to fence in the entire area.” Oswald is clear that this will only partially solve the problem if people are no longer in the municipality of Glonn, but are spending the night somewhere else and camping wildly. “Ultimately, this is pure cut-throat competition,” he said, but added: “It doesn’t work near the school.” The mayor said the Glonn parents are worried about the children.
