Last night, a draft of the answer of the legal adviser, Gali Beharev Miara, was leaked, according to which the state is no longer authorized avoid recruiting ultra-orthodox yeshiva students, and is also not allowed to budget for the ultra-orthodox yeshiva. Therefore, the state must start recruiting ultra-orthedim from April 1, and prepare for the cessation of allowances for the yeshiva.



From the state's response, the draft states, the allowances will not be eliminated immediately - Rabbi Miara believes that there is room Allow only a short preparation period as a transitional provision, during which it will be possible to continue providing the support to give the meetings and institutions time to prepare.

The ombudsman's draft reads: "In the absence of a normative basis, as of April 1, 2024, for the non-recruitment of yeshiva students and graduates of ultra-Orthodox educational institutions, there will no longer be an authority to transfer support funds to Torah institutions, in respect of students designated for the security service studying at these institutions (who do not hold a service deferral order not yet expired). This, both in relation to those who, due to the state's failure, no individual decisions were made in their case, and who were not called to report for duty by the commander due to a general refusal of the recruiting authorities to issue reports of reporting in their case - and in relation to those who were called to report for duty, and did not report to it legally - as long as it is about those who did not It was



also noted that "this position of the legal adviser to the government, according to which it will not be possible to continue the transfer of support funds to religious institutions in respect of students designated for security service after April 1, 2024, relies on the illegality of the state's conduct. Without a legal source of authority to grant a blanket exemption from the recruitment of Yeshiva members, and no individual decision is made in their case, contrary to the law, the legal source of authority to continue providing support for the studies of those designated for the security service is omitted."
