It is with these innovations that the Pnrr quater decree obtains the green light from the Chamber (with 140 votes in favour, 91 against and 3 abstentions) and is sent for the second reading to the Senate, where it is expected in the Chamber on Tuesday 23 April with a vote of trust.
The provision, launched on 26 February by the CDM, is a sort of 'omibus' of 46 articles, ranging from infrastructure to justice, from healthcare to sport and aims to give acceleration and greater centralization on the implementation of the works, allocating 25 billions of euros of additional resources to complete the Plan.
Below are the main contents.
* WORK PACKAGE, CHANGE YOUR LICENSE BY POINTS.
The initial allocation of 30 points and the threshold of 15 for working on construction sites remain confirmed, but the possibility of additional credits and the methods of recovering those reduced are left to a subsequent ministerial decree. Again by decree, the rules may be extended beyond construction. Then comes the self-certification of the requirements and the sanctions change (10% of the value of the works, but not less than 6 thousand euros). Softer reductions for injuries resulting in incapacity.
* MORE PROTECTIONS FOR SUBCONTRACTING

In contracts and subcontracts, the economic and regulatory protections of the contracts signed by the comparatively most representative employer and trade union acronyms will be guaranteed, rather than generically the "most applied" ones.
* PRO LIFE IN CONSULTANTS.
The Regions, in organizing the counseling services, can also avail themselves of the involvement of third sector entities with qualified experience in maternity support.
* PAGOPA, LIMITED POWERS FOR POST

PagoPa's capital will pass to Poligrafico (up to 51%) and Poste (for the remaining share). The latter may not enter into agreements which have the effect of exercising a dominant influence.
* RULE SAVES OPEN FIBER.
To make up for delays on the 1 Giga Italy plan, the company will be able to replace a series of house numbers found to be non-existent with those "placed in proximity".
* NEWS FOR TOURIST GUIDES.
The obligation to have insurance coverage is eliminated and a diploma and knowledge of at least one foreign language will be sufficient for the qualifying exam.
* HEALTHCARE, STRIKE AGAINST 'COIN ASSISTANTS'

To reduce waiting lists and limit the use of token doctors, the hiring of trainees is facilitated: the limit of 50% of the expenditure incurred in 2009 is exceeded to hire doctors and health and social care professionals on fixed-term contracts; the 18-month limit for employment contracts for specialists in a healthcare company outside the specialization school network is then abolished.
* PA WORKERS IN RETIREMENT DUE TO THE EARTHQUAKE.
The exemption for public administrations to assign tasks to retired workers is extended to the reconstruction following the earthquake of 2009 and 2016.
* TIGHT ON THOSE WHO MISS TARGETS.
The government will be able to activate replacement powers when the implementing entities do not achieve the objectives. In case of failure or incomplete achievement of the targets, they will have to return the funds received.
* CONTROLS AGAINST AGRICULTURAL FRAUD AND EXPLOITATION.
The control of the Committee for the fight against community fraud is also extended to Pnrr projects, also integrated with representatives of the Court of Auditors, Anac, Bank of Italy, Guardia di Finanza, Ministry of the Interior.
* ACCELERATION ON PA PAYMENTS

The late ministries will have to prepare a Plan to be sent to the Mef, which will then have to monitor its implementation with specific task forces. In case of "significant misalignments" the Pnrr control room will be involved.
* COMMISSIONERS, FROM HOUSING TO THE MAFIA.
An ad hoc commissioner arrives to achieve the Pnrr's objective of creating 60,000 beds for university students. Two more extraordinary commissioners are also expected to recover assets confiscated from the mafias and to combat exploitation in agriculture.
* TRANSITION 5.0.
The Transition Plan 5.0 arrives with total resources of 6.3 billion over 2 years to be allocated to businesses as a tax credit.
