Landsberg city council criticizes the costs and size of the new district office

Highlights: The Landsberg city council dealt with the plans for the new building of the district office at Penzinger Feld. Criticism arose - about the extent of the parking areas but also about the building as a whole. The designs by the Hascher Jehle Architektur planning office envisage a round building with four full floors. A hall for 200 people, a cafeteria, and the admissions office will be located on the ground floor, while the office rooms facing a park-like courtyard will be located on the upper floors. The roof landscape will be extensively greened and equipped with PV systems. A state-of-the-art energy concept with heat pumps, mechanical ventilation, energy recovery, and outside air geothermal heat exchangers ensures energy efficiency and CO2 savings. "I find it very difficult. When did this paradigm shift happen?" asked Petra Ruffing (CSU) and Ulrike Gömmer (Greens) about the planned two-story parking deck.

At the most recent meeting, the Landsberg city council dealt with the plans for the new building of the district office at Penzinger Feld. Criticism arose - about the extent of the parking areas, but also about the building as a whole.

Landsberg – The designs by the Hascher Jehle Architektur planning office envisage a round building with four full floors. The basement and stairwells are made of reinforced concrete, while the ground and upper floors are made of solid wood. A hall for 200 people, a cafeteria and the admissions office will be located on the ground floor, while the office rooms facing a park-like courtyard will be located on the upper floors. The roof landscape will be extensively greened and equipped with PV systems. A state-of-the-art energy concept with heat pumps, mechanical ventilation, energy recovery and outside air geothermal heat exchangers ensures energy efficiency and CO2 savings.

Landsberg city council: Criticism of the new district office - costs are too high

He liked the building itself “extremely well,” commented Wolfgang Weisensee (Landsberger Mitte/LM). However, in view of the expected costs, it is no longer up to date. “You have to be able to afford a building like this. A district office at this price – I can’t keep up with that.”

Stefan Meiser (ÖDP) did not deny that the planning made “a very good impression”. However, they originally only wanted to combine the district office's branch offices in the new building. But now a new district office “with a small branch office on Von-Kühlmann-Straße” is being built. “I find it very difficult. When did this paradigm shift happen?”

Petra Ruffing (CSU) and Ulrike Gömmer (Greens) were bothered by the planned two-story parking deck. Why not use or increase the generous parking space at the neighboring In-Center, asked Petra Ruffing. Ulrike Gömmer also criticized the fact that 461 parking spaces are to be created, while only 378 are required according to the parking regulations. “This is oversized. At least this aspect needs to be changed.”

Jonas Pioch (SPD) pointed out that the city will have to co-finance the costs “in the high three-digit million range” through the district levy. “We have to get used to completely different sums than in recent years.” However, Christian Hettmer (CSU) countered that the city council was partly responsible for the increase in costs due to its own voting behavior. It was the city that called for the implementation competition - from which Hascher Jehle emerged as the winner. “We didn’t want a functional building with a car dealership flair, but rather a beautiful entrance to the city.” And third mayor Moritz Hartmann (Greens), himself an opponent of the project at this location, regretted: “If the district thinks it can be financed, we have to swallow it .”

With seven votes against, the Landsberg city council decided to approve the project and development plan. The preliminary draft for a project-related development plan and the necessary changes to the land use plan should now be drawn up.
