After a preliminary investigation carried out by his work team based on "an anonymous presentation", federal prosecutor Guillermo Marijuan denounced the head of ANSES,
Mariano de los Heros
and the president of Nación Reaseguros,
Jorge Mortola
, for "alleged fraud related to insurance to the detriment of Provincia ART and possibly illicit links of both with brokers and insurance companies." The contribution is another surprise in the scandal over
intermediary
commissions in the management of public contracts, which
affects current Javier Milei officials.
According to that anonymous presentation recorded by Marijuan, De los Heros “cannot ignore the system - in reference to the payment of allegedly irregular commissions to intermediaries in the contracting of insurance by public organizations - and today constitute himself as a plaintiff, since it was during his own management as Vice Minister of Economy of Tierra del Fuego (2005-2006) that the producer Martínez Sosa began his raid when he settled in Rio Grande and obtained the insurance monopoly, being chosen as the exclusive intermediary.
The complaint also said that
“Mariano de los Heros served between 2006 and 2010 as Legal Manager of the National Insurance Superintendency
and subsequently and continuously until today
he was and is a member of various boards of insurance entities
, some of them linked "to the scandal in cars and to the one that will arise from the analysis of
the flight of capital with state or union premiums abroad via ghost reinsurers
."
The text on which Marijuan based his complaint also refers to Jorge Mortola, about whom he states that it was noted that “he is also the president of the reinsurance intermediary company NDI Reinsurance Corredores de Reaseguros, closely related to the operations carried out for
the leak.” of dollars via reinsurance payments in recent years
, and president of the Puerto Rican insurance company Windward Capital Holdings.”

in the insurers of Grupo Bapro, Provincia Seguros, Provincia Vida and Provincia ART there is a network similar

Indeed, Marijuan verified that De los Heros is linked to the Seguro Aval SGR companies; Build Insurance; Medical insurance; Fibos; Avalco SGR; Boston Compañía Argentina de Seguros and Comerseg Compañía Argentina de Seguros, while Mortol "emerges related to NDI Reinsurance Corredores de Reasueguros, FAHYCO, Testimonio Compañía de Seguros, La Meridional Compañía Argentina de Seguros, Boston Compañía Argentina de Seguros and Comarseg Compañía Argentina de Seguros ".
Through different requests to the AFIP, the General Inspection of Justice, the National Insurance Superintendency and the registry of State providers, the prosecutor established that between 2015 and 2019 De los Heros - remember, the current executive director of the ANSeS-
was alternate director of the company Boston Compañía Argentina de Seguros
, while he served in the Superintendency of Health Services, between February 2016 and March 2018. In addition, between March 2006 and October 2010, De los Heros served in the National Insurance Superintendency.
Boston Compañía Argentina de Seguros has been registered as a State provider since 2017, and was awarded between June of that year 2017 and November 2020 of insurance contracts carried out by national public organizations: the Ministry of Security, the Ministry of Energy, the Institute National Fisheries Research and Development, and the Head of the Cabinet of Ministers.
Subsequently, between September 2020 and September 2022, that same company was also found related to Jorge Mortola, current President of Nación Reaseguros.
"Mariano de los Heros worked in the Superintendence of Health Services, where, as stated, he served from February 2016 to March 2018, and at the same time he formed the administrative body of Comarseg Compañía de Seguros as vice president, from October 2015 to October 2018. This company was also found linked to Jorge Mortola, who was its titular director appointed in October 2015 and October 2017," the Marijuan prosecutor's office intertwines.

now executive director of ANSeS, is also director of the company Edificador Seguros.
"With this scenario, I believe that it is appropriate to investigate the effective interference of Mariano de los Heros in the company Boston Compañía Argentina de Seguros, where he was entrusted with a relevant position in its administrative body, and about the development that as a public official he carried out simultaneously , and determine
whether from these relationships the deployment of criminal conduct could arise
, especially taking into consideration that
this company was a contractor of the National State
providing insurance services to different organizations of the national public administration," concludes the prosecutor.
