Münchner Straße: No living on the ground floor

Holzkirchen wants to control the future development of Münchner Straße with a development plan. The draft that has now been approved provides for two areas. The following applies in both: No apartments on the ground floor.

Holzkirchen – Unlike in many other municipalities, vacancies are not a significant problem in Holzkirchen, said Sebastian Franz (CSU) at the local council meeting on Thursday evening. In fact, there are traders, restaurateurs or service providers working behind almost all the shop windows on Münchner Straße. The presentation of goods and advertising can be expanded, as shown by the strategy concept that the municipality had developed as part of the special fund “Revive the city center” (we reported). But Münchner Straße has the potential to not only remain a shopping street, but in the long term and under certain conditions to even develop into a promenade.

Owners want to convert retail space into apartments

Nevertheless, property owners regularly express their desire to the community to convert ground floor retail space into apartments. Against this background, the municipality had already decided in 2021 to draw up a development plan for the area between the train station and Oskar-von-Miller-Platz along Münchner Straße. On Thursday evening, the local council unanimously approved the draft - and sent it to the next round of proceedings: The community is voluntarily carrying out early public and official participation, which is actually not provided for in the simplified procedure, as Kilian Lex from local planning emphasized. Since a large part of the affected areas is privately owned, the municipality needs the citizens' willingness to cooperate.

Two areas

The draft envisages two areas: a 45,000 square meter area, to which a simple development plan applies, and a 5,500 square meter area, to which a qualified development plan applies. The latter specifically extends to the area at Münchner Straße 55/St. Josef-Straße, where the Biberger car dealership with a car workshop and the Jaud hardware and toy store are located. A structural change is to be expected here and, as a result, possibly a new building or densification. As a precautionary measure, the qualified development plan therefore defines various parameters such as the number of floor areas, which must be based on the surrounding development.

More comfort for pedestrians

As in the area of ​​the simple development plan, there is a building limit of three meters from Münchner Straße in order to create a uniform line. The community expects this to provide more convenience for pedestrians. In addition, builders should have to build a cistern, depending on the degree of soil sealing. The idea is to seal fewer areas. Parking spaces should be located underground if possible. As Lex explained when asked by Robert Wiechmann (Greens), the development plan basically aims to reduce the number of parking spaces.

Buildings that characterize the townscape

The development plan does not regulate how to deal with buildings that characterize the townscape - although, for example, there is already a desire to demolish such a house with the property at Münchner Straße 43 (we reported). According to Lex, there are formal reasons for this: The Outer Economic Area Planning Association, which drafted the development plan, recommends a separate conservation statute for this.

The following applies throughout the entire area of ​​application of development plan 152: Apartments and holiday apartments are not permitted on the ground floor. “Our wish is to further develop Münchner Straße into an attractive promenade,” said Mayor Christoph Schmid (CSU). This includes seamless retail. However, the two buildings in which ground floor apartments already exist are protected.
