Stadiums limited to 5,000 people: an amendment tabled for more flexibility

The LREM deputy of Vienne, Sacha Houlié, proposes modulating the capacity of sports speakers according to their size and “color”.


Since the Covid-19 crisis, the stadiums have struggled to come to life.

The national doctrine, since July 10, has been to accommodate a maximum of 5,000 people, unless there is an exemption: “No event bringing together more than 5,000 people can take place on the territory of the Republic.

The departmental prefect may exceptionally grant exemptions, after analyzing the risk factors.

»Auxerre was authorized to welcome 7000 people in its stadium for a meeting and Bastia 6500. Outside of sport, the Puy-du-Fou made a lot of talk with its 12000 spectators ... Conversely, Nice has for example totally banned the public for the reception of PSG.

To harmonize the situation, the LREM deputy of Vienne Sacha Houlié proposes a proportional gauge according to two criteria: the size of the stadium and the circulation of the virus in the department of the enclosure.

The text was tabled on September 19.

It will be studied as part of the extension of the regime set up for deconfinement, in the law committee on Wednesday, then in session on October 1.

“This amendment seeks to request an adaptation of the prefectural decisions concerning the attributions of gauges in the stadiums, states the text available on the website of the National Assembly.

A scale according to the reception capacity and the epidemic

The proposed amendment does not necessarily go towards a relaxation of access to the stadium.

He pleads for a better adaptation to the capacity and to the epidemic situation, by providing a scale for the prefectures "which could follow the following logic": "a gauge of 10% of the places for the stadiums located in the red zone;

a 25% gauge of seats for stadiums located in the orange zone;

a gauge of 50% of seats for stadiums located in the green zone.

In Paris, classified in the red zone, the Parc des Princes could no longer accommodate 5,000 people but only 4,800 (its official capacity is 48,000).

In the current red zones, only the Vélodrome and the Stade de France would see their capacity increase if such a measure were adopted.
