The question has arisen clearly recently.

The construction could indeed have to be stopped soon, following a judgment of the Council of State which suspended, this Tuesday, the environmental decree of the prefect authorizing the work at the Parc des Sports de Chambly.

A decision which constitutes yet another rebound in a long fight waged by the Association for the Development of the Valley of the Esches (AAVE).

For two years, the environmentalists of the AAVE, citing “a major environmental offense”, have been fighting against the town hall of Chambly and its project for a “large stadium” in a wetland.

This project includes a new stadium with 4,500 seats to Ligue 2 standards on the left bank of the Esches but also, on the right bank, a sports area including a 650-seat car park and a half-play area, already built, as well as a future parking lot, a future hall (badminton, dojo) and a hotel.

The sports area is part of the department's equipment validated by the Departmental Council as a training center for the 2024 Olympics.

No new environmental assessment

The Council of State stipulates, in its article 2, that “the execution of the order of the prefect of Oise of December 7, 2018 is suspended.

This prefectural decree authorized the extension of the works envisaged by the municipality, works going from an area of ​​4 to 10 ha.

The Esches Valley Development Association relied on the absence of a new environmental assessment on the occasion of this extension to base its request for suspension of the execution of the decree.

The Council of State agreed with him.

In the process, Alain Perrein, the president of the AAVE, sent two registered letters, one to the prefecture of Oise the other to the town hall of Chambly.

To the prefect, appointed last July, he asks "kindly to suspend the execution of the prefectural decree by ordering the stoppage of the work carried out by the City of Chambly at the sports park".

To the mayor, David Lazarus, he asks "to exercise without delay [your] responsibilities in matters of town planning, ... to repeal the planning permission of December 20, 2018 and to order the suspension of work.

"He specifies in passing, both to the prefect and to the mayor, his" determination to use all legal means to put an end to all construction in wetlands and in general any destruction of the environment "
