Driving license tests: Federal states regulate test operations differently

The ADAC reports that DEKRA and the TÜV Association have agreed with the Federal Association of Driving Instructor Associations on key points for resuming the driving tests . In principle, the test operation can be restarted, provided that the applicable hygiene measures are taken into account. However, the resumption of exams differs from state to state . Learner drivers should therefore get information from their responsible driving schools.

Deadlines for driving tests are extended

In North Rhine-Westphalia, for example, driving tests are already taking place again. In Baden-Württemberg, however, they continue to pause until June 15 . The following rules apply to driving schools that resume operations and driving tests: 

  • Test subjects with signs of respiratory disease are not admitted.
  • Basic distance regulations in waiting areas and test rooms must be observed.
  • In the case of theoretical examinations, test subjects have to provide a mouthguard themselves, provided that the authorities prescribe corresponding personal protective measures. In the event of non-compliance, the test will not take place.
  • During the practical test, all persons in the vehicle must wear a face mask.
  • Test vehicles must always be adequately ventilated between trips and, if necessary, also cleaned and disinfected.
  • The car must also be adequately ventilated while driving.

Normally, learner drivers have to take the practical exam at the latest  one year after the theoretical exam. The deadline was extended by half a year due to the Corona crisis - test subjects have a total of one and a half years between theory and practice tests. How long the extension of time is maintained is up to the respective federal state.

Message from May 5: Driving schools are slowly starting up again

The measures against the spread of the coronavirus have had an effect, but people in Germany still have to comply with distance rules. Some companies are also allowed to resume work - however, this is regulated differently in each federal state. Driving schools will also be allowed to give driving lessons again slowly, but there are stricter hygiene regulations. Individual or small group lessons with a maximum of five people are permitted again in Hessen. This applies to both theory and practice lessons. In Bavaria, however, driving schools must remain closed. Learner drivers are best informed about the current status on the websites of their responsible state ministries or at the driving schools.

Can driving license exams still be taken in theory and practice?

The driver's license test is carried out by specially trained driving examiners from the technical test centers: In Germany, driving tests * are carried out by the Technical Monitoring Association (TÜV) and Dekra eV . As the TÜV Süd reports regarding the corona virus, both the theoretical and the practical driving license tests are suspended for the time being in Bavaria and Baden-Württemberg . The driving schools were informed directly and fees paid would be taken into account.  

However, TÜV Süd also knows that tests will be maintained for applicants who " urgently need a driver's license to ensure public order ". This includes, for example, fire brigade, THW, police or Red Cross.

TÜV Nord explains on its website that theoretical and practical driving license tests will not be carried out until further notice  . TÜV Rheinland has also decided to suspend driving license tests indefinitely. Therefore, since March 18 in Rhineland-Palatinate, since March 19 in NRW and Saarland and since March 20 in Berlin no more exams. At Dekra, too, there will be no driving tests for an indefinite period.

Corona virus tips: Are driving school lessons still taking place?

Even the theoretical and practical lessons in driving schools eliminated in states such as Baden-Wuerttemberg, Bavaria, North Rhine-Westphalia, Lower Saxony and Schleswig-Holstein. Other federal states such as Berlin or Thuringia reacted very hesitantly and left driving instructors in the dark, while according to the Fahrlehrerverband Hamburg eV driving schools in Hamburg were initially allowed to carry out practical lessons and even theoretical and practical tests.
