Housing market: Berlin softens plans for Mietendeckel on

2019-08-30T12:19:21.595Z

Originally, the Berlin state government wanted to cover the rents to a maximum of eight euros per square meter. Now the coalition has agreed on a corridor, which also allows higher rents.

The red-red-green coalition in Berlin has weakened their plans for the rental cover. As a result, there are likely to be fewer rental reductions than previously expected.

The state government agreed to changes to the previous proposal, said city development Senator Katrin Lompscher (left). According to the building age class, the upper rent limits are between 5.95 and 9.80 euros. Up to these limits landlords may increase the net cold rent according to the annual inflation rate. The law should apply for five years. Tenants can apply for reductions if they spend more than 30 percent of their net household income.

Similar regulations exist in the urban housing companies. The rents in the city have gone away in the past few years, said Lompscher. The goal is that people do not have to worry about losing their roof over their heads. "As a result, we have found a very good, sustainable and legally secure compromise."

Mietspiegel from 2013 as a basis

The basis for upper rent limits is the Mietspiegel of 2013, not as last planned for the year 2011. Recently, was planned with a maximum rent of almost eight euros.

The new bill allows landlords to increase the maximum rent if the apartment is in a one- or two-family house or if it has been modernized over the past 15 years, the senator said. If more than one euro per square meter is added, the landlord needs a permit. The twelve Berlin district offices are responsible. A hardship regulation is also planned for landlords, who can prove permanent losses or a substance endangerment of their houses.

In recent days, cornerstones for the Mietendeckel had caused criticism, partly within the Berlin state coalition. The partners SPD and Greens called for a legally secure solution. The coalition had agreed on the now finished draft bill on Thursday evening, said Lompscher.
