"More and more big chains are pushing the market, which want to generate returns for anonymous investors," says the SPD nursing commissioner Heike Baehrens. These profits are unlikely to be generated on the backs of those in need of care and employees, it is said. Concrete amounts for limiting the returns or capping the cost shares are not mentioned in the position paper.
In addition, the previous legal preference of private operators in the construction of new facilities should be deleted. It also mentions a solidary long-term care insurance, in which civil servants and self-employed would also pay. Also, the own share of costs should be limited. Likewise, it should give caring relatives a right to a long-term care with a state-financed wage replacement.
Countries should be more involved in the promotion of homes
Already in the spring, the SPD party executive committee demanded to limit the nursing home costs for residents and their families. The group leaders are now calling for a "cap on individual shares to be borne". For the Social Democrats plan a "care citizens insurance": Even civil servants and self-employed contribute here.
Many families are overwhelmed with the home costs. The municipalities provide social assistance for financing. The SPD paper also provides for subsidies from tax revenue and health insurance to finance care costs.
In addition, the countries should bring back more in the promotion of homes, it says in the position paper. Municipalities would relieve such a redistribution. They could use the means "to develop new forms of housing and invest in age-appropriate housing construction, neighborhood development and advice," writes the Süddeutsche Zeitung.
