Charging column "master plan": So the loading of E-car to be improved

Before the so-called car summit on this Monday evening Chancellor Angela Merkel demanded more speed in the construction of the infrastructure for electric cars. The federal government will invest in the next few years, 3.5 billion euros in the expansion of the public charging infrastructure, said Merkel at the start of production of the VW electric model ID.3 at the plant in Zwickau. But this promotion is limited until 2035, "to really put pressure on the charging infrastructure to be built".

Around 50,000 public charging points would have to be created rather quickly to give the e-car drivers reliability. The approval procedures for charging stations also needed to be accelerated. "We know today, we have to get faster." By 2030, one million public charging points were to be created.

The development of a nationwide charging infrastructure for electric cars is regarded as a key requirement for electric vehicles to make a breakthrough on the mass market. The auto industry is currently in the midst of fundamental change. On the one hand, the industry must invest billions in new technologies such as e-mobility, also to be able to comply with stricter EU regulations. On the other hand, the earnings situation has worsened in many companies due to the downturn in the global car markets. So far, this has mainly affected suppliers, there is short-time work and announcements of job cuts.

Politicians and the auto industry want to discuss the future of the auto industry at their peak meeting in the evening. It's about how companies can master the difficult transition and how the charging infrastructure for e-cars can be expanded. In addition to Chancellor Merkel, several Federal Ministers, prime ministers of "car countries" and the heads of the Union and the SPD will take part in the meeting - along with the heads of the VDA, trade unions, car manufacturers and suppliers.

The "master plan" outlines the tasks that will be imminent for those involved in the coming years. Basically, consumers will be able to easily find a charging station in the future and easy to use. Authentication, activation, payment and billing should be done without any problems.

The most important points:

  • The Ministry of Transport should present a concept by the end of 2019 on how to finance and organize a "reliable, fast and large-scale" charging infrastructure development by 2025.
  • First goal should be the establishment of 1000 fast charging locations. In addition, more charging points are to be promoted to customer parking, for example, to supermarkets.
  • It is intended to regulate by means of a supply overlay that charging stations are also offered at all filling stations. The auto industry is committed to building at least 15,000 charging points on its premises and in commerce. By 2030, it should be 100,000 charging points if possible.
  • The BMU will consider by the end of 2020 whether the construction of fast-charging stations can be treated as decarbonisation measures in the petroleum industry.
  • Charging infrastructure under construction law: The states are asked to check whether additions or changes in the building regulations with respect to charge infrastructure-conducive requirements as well as related fire protection regulations are possible and reasonable. The BMI will examine to what extent legislative changes in federal law can facilitate and promote the development of charging infrastructure. The municipalities are asked to examine how the approval processes for new charging infrastructure and corresponding grid expansion can be accelerated.

The government is also considering conditions for the economy. The expansion of public charging stations can not be supported by subsidies alone, the plan states: "Where demand-based care is not market-driven, regulatory measures are also considered." Specifically, it is about loading sites that will be little hit in the future and are not very economical - but for the network of "strategic importance".
