2.6 million professionals over the age of 60: More and more older people are still working

In 2007, there were just over 900,000 social insurance contributions, and by 2018 the number had risen to more than 2.6 million. This shows a response from the Federal Employment Agency (BA) to a request from the left in the Bundestag.

In some areas, more than one in ten employees is 60 or older. The highest proportion last year was in public administration, defense and social security - 12.3 percent of all employees, 10.8 percent in education and 10.1 percent in water and waste management Numbers not included.

Other surveys also show that older people are still working more often, not only in Germany but also in other European countries. "The inclination to work of older people has increased disproportionately in recent years in comparison to the propensity to work," states the BA in a publication on this.

Why this is so and whether it is also an inner inclination, there are different views on it: Poverty on the one hand, self-fulfillment on the other hand play a role. The economist Karl Brenke from the German Institute for Economic Research (DIW) came to the conclusion a few years ago that people of retirement age are "not predominantly" working out of financial necessity. "There is much to suggest that more and more retirees are taking advantage of job opportunities, also for intrinsic motives, to find a job and supplement the household budget," he wrote: "On average, the working elderly are happier than their non-working peers, both for health, income and life in general. "

Working conditions must change

Nevertheless, older people are still below average in gainful employment; According to the BA, a good quarter of people between the ages of 55 and 65 do not pursue paid work and do not look for it; among the total population aged 15 to 65, only a good fifth do. By contrast, the number of young pensioners between the ages of 60 and 65 is falling sharply: in 2008, more than 1.3 million people received retirement pensions at that age, compared with 723,000 at the end of 2018.

One reason is that since 2012 the retirement age has gradually been raised from 65 to 67 years. On the other hand, following the introduction of the non-deductible pension at 63 in 2014, the number of people aged 63 to under 66 increased to 584,000 at the end of last year.

The labor market spokeswoman for the Left Party, Sabine Zimmermann, who made the request, said: "With the aging of the workforce, demographic change is also finding its way into companies and public administrations." An increasingly important role must therefore also play an age-appropriate work design. "Working conditions must be designed in such a way that employees can last until retirement age and retire in good health."

But this also includes a realistic retirement age. 67 years or even 70 is unrealistic in many industries and nothing but a pension reduction, if the people with discounts previously excreted. Zimmermann went on to say: "The increase in older workers shows a great need for recruitment in the coming years, especially in public administration."

A recent study by the Organization for Economic Co-operation and Development (OECD) recently called for significant political efforts to involve more older people in working life. An extrapolation showed that in 2050, there could be as many as 58 retirees and the non-working population per 100 employed persons - in 2018 it was 42.
