The Council of Ministers issued a decision obliging the public authorities legally authorized to keep records of ownership of real estate and vehicles of all kinds and a book in fair order not to document sales contracts or agencies involved in completed and non-defensible sales before attaching what feels the payment of the price or part of it in the bank account of the owner or his public or private successor or whoever deputizes A law on him as of mid February.

The decision, which Sana received a copy of, stipulates that in the case of multiple owners of “ownership over common property”, the price or a part thereof may be paid in the account of each of them or in the account of one of them or his public or private successor or who is legally represented on it and when multiple buyers can pay the price or part of it From one or more of his representatives in one or more owners' accounts.

According to the decision, the banking notice accompanying the contract of transfer of ownership or agency is not considered a basis for changing the legal positions of the parties to the contract, as the bank account is opened for any natural or legal person, whether he is Syrian, or who is similar or not Syrian, according to the laws and regulations in force provided that the operating banks provide the facilities Necessary to open bank accounts, and only to request the necessary basic documents, and the other documents are completed consecutively after opening the account.

The decision drew attention to accepting the bank notification document, whether issued by a public or private bank duly licensed, provided that the provisions of the resolution do not apply to the reality of sales, contracts, and transferring agencies of ownership that were based on a document or fixed-date documents that were edited before 15-2-2020, indicating that the bank The Central will issue the necessary instructions to implement the provisions of this decision.
