RSA, APL, activity bonus… What social benefits are you entitled to?

Fifteen million French people should benefit from the future universal activity income, which will come into effect in 2021. It aims to merge all or part of a dozen social and solidarity benefits, among the twenty existing national aids, with the objective of reducing non-recourse, which sometimes exceeds 50%. Including those under 25 who, according to the Observatory of non-recourse, 25% have not asked for dedicated help. This is due to the complexity of the arrangements, the lack of information and, for some, the refusal of any assistance. According to official estimates, each year, 10 billion euros of rights are not consumed.

It must be said that social assistance is plethoric and the terms of access often complex. Family supplement, education allowance for disabled children, energy voucher, family supplement, youth guarantee, Personalized autonomy allowance, etc. There are more than 20 national allowances, not including local ones. There are about fifteen in Paris alone, for example.

Faced with non-recourse, the National Family Allowance Fund recently commissioned its agents to identify eligible audiences and support them in their efforts. But the work is enormous.

Here is a selection of particularly useful services that meet the basic rights of the most modest.

Active solidarity income (RSA). It benefited around 1.9 million people as of December 31, 2018. But according to a parliamentary report, 36% of eligible people do not claim it. Its maximum amount of 559.74 euros however aims to guarantee people without resources a minimum income. You must be at least 25 years old, or 18 to 24 years old (subject to conditions). Applications must be submitted to the Department's Family Allowance Fund (CAF), to the Social Action Center or to the services of the Department.

Personalized housing assistance (APL). It helped 6.5 million beneficiaries in 2019. Managed by the CAF, this allowance helps to pay the rent, or to repay a social loan if the beneficiary is a homeowner. Its maximum amount is 295.93 euros per month for a single person in Ile-de-France. There are many eligibility and calculation criteria: income, professional situation of the household, amount of rent, composition of the household, asset value and place of residence. It is possible to make a Simulation on the website of the Family Allowance Fund. From April, the revision of rights will no longer be annual but quarterly (except for students under 28 who do not receive a salary), and the income taken into account will no longer be that of year N- 2 but from the past twelve rolling months. Thus, in April 2020, the calculation will be made according to the resources of the beneficiaries between March 2019 and March 2020.

The activity bonus. It benefited 4.26 million adults in December 2019, but it is estimated that they could be twice as many! This allowance is intended to improve the situation of very low-income earners, as well as that of paid students, apprentices and trainees. Its basic amount is 551.51 euros, majorables. Created on January 1, 2016 and managed by the CAF, this service replaces the activity RSA and the employment premium.

The solidarity allowance for the elderly (Aspa). Aspa replaces the minimum retirement age and benefits 564,000 people. Its amount guarantees a minimum income of 868.20 euros per month for a single person. It is accessible from the age of 65 and can be added to income. The ceiling of resources to benefit from it is 903.20 euros gross per month for a single person.

The specific solidarity allowance (ASS). SSA is variable financial assistance paid by Pole Emploi to people who have exhausted all their unemployment rights. The monthly income should not exceed 1171.80 euros for a single person. In the event of resumption of activity, it can be maintained.

The youth guarantee. Created in 2013, and softened in 2017, this aid, which amounts to a maximum of 492.58 euros, helps support the 963,000 young people aged 16 to 25 who are neither in a situation of employment or in training. employment, neither in studies, nor in training. It implies a commitment to follow an integration process. Applications must be submitted to local missions.

The complementary health solidarity. Created on November 1, 2019 to reduce the remaining burden on 10 million modest patients, this complementary health care to 1 euro per day, or even free, replaces and improves the complementary universal health coverage (CMU-C) and assistance for the complementary health (ACS), used by less than one in two eligible people! The requests are managed by the Health Insurance Funds.
